55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the Texas School Accountability Dashboard.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 39.309, Education Code, is amended by
1010 amending Subsections (b) and (c) and adding Subsection (d) to read
1111 as follows:
1212 (b) The commissioner shall adopt, for use on the Texas
1313 School Accountability Dashboard, a performance index in each of the
1414 following areas:
1515 (1) student achievement, using measures correlated
1616 with academic success, including:
1717 (A) assessment program performance in grades 3
1818 through 8;
1919 (B) end-of-course exams, including alternative
2020 assessments under Section 39.023; and
2121 (C) student participation in the University
2222 Interscholastic League;
2323 (2) student progress, using measures that indicate
2424 academic growth, including student progress under the assessment
2525 program in grades 3 through 8 and end-of-course exams,
2626 disaggregated by:
2727 (A) race;
2828 (B) ethnicity; and
2929 (C) populations served by special programs,
3030 including special education, bilingual education, and special
3131 language programs;
3232 (3) closing performance gaps, using measures that
3333 indicate achievement gaps, including growth in student
3434 achievement, disaggregated by socioeconomic status, race, and
3535 ethnicity, under the assessment program in grades 3 through 8 and
3636 end-of-course exams compared to the same subgroup for the prior
3737 year; and
3838 (4) postsecondary readiness, using measures that
3939 indicate college and career readiness, including:
4040 (A) high school graduation rates;
4141 (B) the number of career and technical
4242 certifications awarded;
4343 (C) the total number of college semester credit
4444 hours earned; and
4545 (D) the percentage of students that have:
4646 (i) satisfied the Texas Success Initiative
4747 (TSI) college readiness benchmarks prescribed by the Texas Higher
4848 Education Coordinating Board under Section 51.3062(f) on any
4949 assessment instrument designated by the coordinating board under
5050 Section 51.3062(c) or qualified for an exemption as described by
5151 Section 51.3062(p), (q), or (q-1); or
5252 (ii) satisfied ACT's College Readiness
5353 Benchmarks on the ACT assessment applicable to the applicant or
5454 earned on the SAT assessment a score of at least 1,500 out of 2,400
5555 or the equivalent.
5656 (c) The Texas School Accountability Dashboard developed
5757 under Subsection (a) shall be updated annually not later than
5858 September 1 and must include:
5959 (1) performance information for each school district
6060 and campus in areas specified by Subsection (b) and must allow for
6161 comparison between districts and campuses in each of the areas;
6262 (2) a comparison of the number of students enrolled in
6363 each school district, including:
6464 (A) the percentage of students of limited English
6565 proficiency, as defined by Section 29.052;
6666 (B) the percentage of students who are unschooled
6767 asylees or refugees, as defined by Section 39.027(a-1);
6868 (C) the percentage of students who are
6969 educationally disadvantaged; and
7070 (D) the percentage of students with
7171 disabilities;
7272 (3) a comparison of performance information for each
7373 district and campus disaggregated by race, ethnicity, and
7474 populations served by special programs, including special
7575 education, bilingual education, and special language programs; and
7676 (4) a comparison of performance information by subject
7777 area.
7878 (d) In this section, "assessment program" means the
7979 statewide assessment program created under this chapter.
8080 SECTION 2. The Texas Education Agency shall complete the
8181 implementation of the Texas School Accountability Dashboard as
8282 required under Section 39.309(a), Education Code, not later than
8383 ________________.
8484 SECTION 3. This Act takes effect immediately if it receives
8585 a vote of two-thirds of all the members elected to each house, as
8686 provided by Section 39, Article III, Texas Constitution. If this
8787 Act does not receive the vote necessary for immediate effect, this
8888 Act takes effect September 1, 2015.
