8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Section 39.309, Education Code, is amended by |
---|
10 | 10 | | amending Subsections (b) and (c) and adding Subsection (d) to read |
---|
11 | 11 | | as follows: |
---|
12 | 12 | | (b) The commissioner shall adopt, for use on the Texas |
---|
13 | 13 | | School Accountability Dashboard, a performance index in each of the |
---|
14 | 14 | | following areas: |
---|
15 | 15 | | (1) student achievement, using measures correlated |
---|
16 | 16 | | with academic success, including: |
---|
17 | 17 | | (A) assessment program performance in grades 3 |
---|
18 | 18 | | through 8; |
---|
19 | 19 | | (B) end-of-course exams, including alternative |
---|
20 | 20 | | assessments under Section 39.023; and |
---|
21 | 21 | | (C) student participation in the University |
---|
22 | 22 | | Interscholastic League; |
---|
23 | 23 | | (2) student progress, using measures that indicate |
---|
24 | 24 | | academic growth, including student progress under the assessment |
---|
25 | 25 | | program in grades 3 through 8 and end-of-course exams, |
---|
26 | 26 | | disaggregated by: |
---|
27 | 27 | | (A) race; |
---|
28 | 28 | | (B) ethnicity; and |
---|
29 | 29 | | (C) populations served by special programs, |
---|
30 | 30 | | including special education, bilingual education, and special |
---|
31 | 31 | | language programs; |
---|
32 | 32 | | (3) closing performance gaps, using measures that |
---|
33 | 33 | | indicate achievement gaps, including growth in student |
---|
34 | 34 | | achievement, disaggregated by socioeconomic status, race, and |
---|
35 | 35 | | ethnicity, under the assessment program in grades 3 through 8 and |
---|
36 | 36 | | end-of-course exams compared to the same subgroup for the prior |
---|
37 | 37 | | year; and |
---|
38 | 38 | | (4) postsecondary readiness, using measures that |
---|
39 | 39 | | indicate college and career readiness, including: |
---|
40 | 40 | | (A) high school graduation rates; |
---|
41 | 41 | | (B) the number of career and technical |
---|
42 | 42 | | certifications awarded; |
---|
43 | 43 | | (C) the total number of college semester credit |
---|
44 | 44 | | hours earned; and |
---|
45 | 45 | | (D) the percentage of students that have: |
---|
46 | 46 | | (i) satisfied the Texas Success Initiative |
---|
47 | 47 | | (TSI) college readiness benchmarks prescribed by the Texas Higher |
---|
48 | 48 | | Education Coordinating Board under Section 51.3062(f) on any |
---|
49 | 49 | | assessment instrument designated by the coordinating board under |
---|
50 | 50 | | Section 51.3062(c) or qualified for an exemption as described by |
---|
51 | 51 | | Section 51.3062(p), (q), or (q-1); or |
---|
52 | 52 | | (ii) satisfied ACT's College Readiness |
---|
53 | 53 | | Benchmarks on the ACT assessment applicable to the applicant or |
---|
54 | 54 | | earned on the SAT assessment a score of at least 1,500 out of 2,400 |
---|
55 | 55 | | or the equivalent. |
---|
56 | 56 | | (c) The Texas School Accountability Dashboard developed |
---|
57 | 57 | | under Subsection (a) shall be updated annually not later than |
---|
58 | 58 | | September 1 and must include: |
---|
59 | 59 | | (1) performance information for each school district |
---|
60 | 60 | | and campus in areas specified by Subsection (b) and must allow for |
---|
61 | 61 | | comparison between districts and campuses in each of the areas; |
---|
62 | 62 | | (2) a comparison of the number of students enrolled in |
---|
63 | 63 | | each school district, including: |
---|
64 | 64 | | (A) the percentage of students of limited English |
---|
65 | 65 | | proficiency, as defined by Section 29.052; |
---|
66 | 66 | | (B) the percentage of students who are unschooled |
---|
67 | 67 | | asylees or refugees, as defined by Section 39.027(a-1); |
---|
68 | 68 | | (C) the percentage of students who are |
---|
69 | 69 | | educationally disadvantaged; and |
---|
70 | 70 | | (D) the percentage of students with |
---|
71 | 71 | | disabilities; |
---|
72 | 72 | | (3) a comparison of performance information for each |
---|
73 | 73 | | district and campus disaggregated by race, ethnicity, and |
---|
74 | 74 | | populations served by special programs, including special |
---|
75 | 75 | | education, bilingual education, and special language programs; and |
---|
76 | 76 | | (4) a comparison of performance information by subject |
---|
77 | 77 | | area. |
---|
78 | 78 | | (d) In this section, "assessment program" means the |
---|
79 | 79 | | statewide assessment program created under this chapter. |
---|
80 | 80 | | SECTION 2. The Texas Education Agency shall complete the |
---|
81 | 81 | | implementation of the Texas School Accountability Dashboard as |
---|
82 | 82 | | required under Section 39.309(a), Education Code, not later than |
---|
83 | 83 | | ________________. |
---|
84 | 84 | | SECTION 3. This Act takes effect immediately if it receives |
---|
85 | 85 | | a vote of two-thirds of all the members elected to each house, as |
---|
86 | 86 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
87 | 87 | | Act does not receive the vote necessary for immediate effect, this |
---|
88 | 88 | | Act takes effect September 1, 2015. |
