 A BILL TO BE ENTITLED
 AN ACT
 relating to certain holders of independent mobility vehicle
 dealer's licenses.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 501.025 of the Transportation Code, is
 amended to read as follows:
 (a)  A county assessor-collector may not issue a title
 receipt on the first sale of a motor vehicle unless the applicant
 for the title provides the application for a title and a
 manufacturer's certificate in a manner prescribed by the
 department.
 (b)  Subsection (b) applies only to an entity who:
 (1)  On September 30, 2013, held both an independent
 mobility motor vehicle dealer's license and a converter's license
 issued under this Chapter, and
 (2)  operates a business in a county that has a
 population of more than 200,000 that borders Lake Palestine.
 (c)  A person who meets the requirements of Subsection (b)
 above may:
 (1)  purchase and transfer new motor vehicles to
 another business entity and may pass a Manufacturer's Certificate
 of Origin under the terms of sale. The recipient business entity may
 produce the Manufacturer's Certificate of Origin and other
 documents necessary to perfect the certificate of title for an
 initial sale to the consumer. A manufacturer's certificate of
 origin produced from a recipient business entity under this section
 will
 be sufficient to perfect title when sold to a consumer.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
