| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter E, Chapter 411, Government Code, is |
|---|
| 12 | 12 | | amended by adding Section 411.0626 to read as follows: |
|---|
| 13 | 13 | | Sec. 411.0626. UNMANNED GROUND VEHICLE PILOT PROGRAM. (a) |
|---|
| 14 | 14 | | The department shall establish a pilot program to provide enhanced |
|---|
| 15 | 15 | | security in the Capitol Complex through the use of unmanned ground |
|---|
| 16 | 16 | | vehicles. |
|---|
| 17 | 17 | | (b) To establish the pilot program, the department shall |
|---|
| 18 | 18 | | contract with a historically underutilized business that is a |
|---|
| 19 | 19 | | veteran-owned small business for the business to provide enhanced |
|---|
| 20 | 20 | | security in the Capitol Complex through the use of unmanned ground |
|---|
| 21 | 21 | | vehicles. The contract must expire on the second anniversary of the |
|---|
| 22 | 22 | | date the contract is executed and require the business to: |
|---|
| 23 | 23 | | (1) employ veterans with a service-connected |
|---|
| 24 | 24 | | disability to control the unmanned ground vehicles through the use |
|---|
| 25 | 25 | | of remote control consoles; and |
|---|
| 26 | 26 | | (2) deploy the unmanned ground vehicles in stages to |
|---|
| 27 | 27 | | increase the number of vehicles in the Capitol Complex over the term |
|---|
| 28 | 28 | | of the contract. |
|---|
| 29 | 29 | | (c) Not later than September 1, 2018, the department shall |
|---|
| 30 | 30 | | file a report on the pilot program, including information on the |
|---|
| 31 | 31 | | program's costs and effectiveness, recommendations for |
|---|
| 32 | 32 | | continuation or cancellation, and any other information the |
|---|
| 33 | 33 | | department determines useful. The department shall submit the |
|---|
| 34 | 34 | | report to the governor, lieutenant governor, speaker of the house |
|---|
| 35 | 35 | | of representatives, and each standing committee of the legislature |
|---|
| 36 | 36 | | with jurisdiction over security in the Capitol Complex. |
|---|
| 37 | 37 | | (d) This section expires September 1, 2019. |

| 38 | 38 | | SECTION 2. This Act takes effect September 1, 2015. |
