55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the establishment of an unmanned ground vehicle pilot
88 program at the Capitol Complex to employ veterans with a
99 service-connected disability.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter E, Chapter 411, Government Code, is
1212 amended by adding Section 411.0626 to read as follows:
1313 Sec. 411.0626. UNMANNED GROUND VEHICLE PILOT PROGRAM. (a)
1414 The department shall establish a pilot program to provide enhanced
1515 security in the Capitol Complex through the use of unmanned ground
1616 vehicles.
1717 (b) To establish the pilot program, the department shall
1818 contract with a historically underutilized business that is a
1919 veteran-owned small business for the business to provide enhanced
2020 security in the Capitol Complex through the use of unmanned ground
2121 vehicles. The contract must expire on the second anniversary of the
2222 date the contract is executed and require the business to:
2323 (1) employ veterans with a service-connected
2424 disability to control the unmanned ground vehicles through the use
2525 of remote control consoles; and
2626 (2) deploy the unmanned ground vehicles in stages to
2727 increase the number of vehicles in the Capitol Complex over the term
2828 of the contract.
2929 (c) Not later than September 1, 2018, the department shall
3030 file a report on the pilot program, including information on the
3131 program's costs and effectiveness, recommendations for
3232 continuation or cancellation, and any other information the
3333 department determines useful. The department shall submit the
3434 report to the governor, lieutenant governor, speaker of the house
3535 of representatives, and each standing committee of the legislature
3636 with jurisdiction over security in the Capitol Complex.
3737 (d) This section expires September 1, 2019.
3838 SECTION 2. This Act takes effect September 1, 2015.
