| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subtitle C, Title 12, Local Government Code, is |
|---|
| 11 | 11 | | amended by adding Chapter 500 to read as follows: |
|---|
| 12 | 12 | | CHAPTER 500. MISCELLANEOUS PLANNING AND DEVELOPMENT PROVISIONS |

| 13 | 13 | | AFFECTING MORE THAN ONE TYPE OF LOCAL GOVERNMENT |

| 14 | 14 | | Sec. 500.001. ECONOMIC DEVELOPMENT AGREEMENTS POSTED ON |

| 15 | 15 | | INTERNET. (a) In this section: |
|---|
| 16 | 16 | | (1) "Economic development agreement" means an |
|---|
| 17 | 17 | | agreement entered into between a political subdivision and a person |
|---|
| 18 | 18 | | to promote state or local economic development and stimulate |
|---|
| 19 | 19 | | business and commercial activity, including an agreement that |
|---|
| 20 | 20 | | provides financial or other incentives to a business to locate, |
|---|
| 21 | 21 | | stay, or expand its operations in or near the political |
|---|
| 22 | 22 | | subdivision. |
|---|
| 23 | 23 | | (2) "Political subdivision" means a county, |
|---|
| 24 | 24 | | municipality, school district, junior college district, other |
|---|
| 25 | 25 | | special district, or other subdivision of state government. |
|---|
| 26 | 26 | | (b) A political subdivision that maintains an Internet |
|---|
| 27 | 27 | | website must post on the website each economic development |
|---|
| 28 | 28 | | agreement that the political subdivision enters into. The political |
|---|
| 29 | 29 | | subdivision must post each agreement continuously from the date the |
|---|
| 30 | 30 | | agreement is executed until the date the agreement expires. |
|---|
| 31 | 31 | | SECTION 2. Notwithstanding Section 500.001, Local |
|---|
| 32 | 32 | | Government Code, as added by this Act, a political subdivision must |
|---|
| 33 | 33 | | post each economic development agreement as defined by that section |
|---|
| 34 | 34 | | that is in effect on the effective date of this Act not later than |
|---|
| 35 | 35 | | December 1, 2015. |
|---|
| 36 | 36 | | SECTION 3. This Act takes effect September 1, 2015. |
