55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the creation of a task force to determine alternative
88 methods of assessing the performance of public school students and
99 school districts.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. TASK FORCE ON ALTERNATIVES TO STANDARDIZED
1212 TESTING. (a) A task force is established under this section to
1313 determine alternative methods of assessing the performance of
1414 public school students and school districts.
1515 (b) The task force is composed of the following 42 members
1616 appointed by the commissioner of education:
1717 (1) 10 teachers who are certified in bilingual
1818 education with a minimum of three years' classroom experience, with
1919 appointment reflecting the geographic diversity of the state and
2020 including teachers from both rural and urban school districts;
2121 (2) three teachers specializing in language arts with
2222 a minimum of three years' classroom experience;
2323 (3) two teachers specializing in mathematics with a
2424 minimum of three years' classroom experience;
2525 (4) five teachers with a minimum of three years'
2626 classroom experience;
2727 (5) 10 school administrators and school district
2828 central office administrators, with appointments reflecting the
2929 geographic diversity of the state; and
3030 (6) 12 members who are students, parents of students,
3131 or community members, including university professors and
3232 education policy researchers.
3333 (c) The commissioner of education shall appoint the
3434 presiding officer of the task force.
3535 (d) The commissioner of education shall appoint the members
3636 of the task force not later than December 1, 2015.
3737 (e) The presiding officer shall call the initial meeting of
3838 the task force on or before January 1, 2016. The task force shall
3939 meet at the times and places that the presiding officer determines
4040 are appropriate. The task force shall adopt rules necessary to
4141 fulfill the task force's duties under this section.
4242 (f) Chapter 2110, Government Code, does not apply to the
4343 task force.
4444 SECTION 2. DUTIES OF TASK FORCE. The task force shall
4545 evaluate alternative methods of measuring accountability to
4646 replace standardized testing of students. The task force shall:
4747 (1) determine alternative methods of measuring
4848 accountability using multiple forms of evidence of student learning
4949 and student growth, with information about student learning and
5050 student growth obtained at the beginning, middle, and end of each
5151 school year;
5252 (2) develop an accountability measure that informs
5353 teachers of the progress of students and provides real-time
5454 diagnostic information to be used by the teacher;
5555 (3) recommend a method of accountability that provides
5656 assistance to teachers that is locally derived and reflects the
5757 needs of the local district; and
5858 (4) develop a system that is easy to incorporate and
5959 streamline into curriculum and provides minimal disruption and
6060 interruption to student learning.
6161 SECTION 3. REPORT. Not later than February 1, 2018, the
6262 task force shall deliver a report to the commissioner of education
6363 detailing the task force's findings and recommendations. The
6464 report shall be made available on the Texas Education Agency's
6565 Internet website.
6666 SECTION 4. EXPIRATION. The task force is abolished and this
6767 Act expires March 1, 2018.
6868 SECTION 5. EFFECTIVE DATE. This Act takes effect September
6969 1, 2015.
