| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 62, Parks and Wildlife |
|---|
| 11 | 11 | | Code, is amended by adding Section 62.0165 to read as follows: |
|---|
| 12 | 12 | | Sec. 62.0165. HUNTING OF WHITE-TAILED DEER DURING YOUTH |
|---|
| 13 | 13 | | WEEKEND. (a) If the commission provides a special two-day weekend |
|---|
| 14 | 14 | | open season under Section 61.058(a), the commission shall for that |
|---|
| 15 | 15 | | weekend only: |
|---|
| 16 | 16 | | (1) suspend for white-tailed deer hunting any county |
|---|
| 17 | 17 | | or regional special antler restrictions regarding an inside spread |
|---|
| 18 | 18 | | measurement between the main beams of 13 inches or more; and |
|---|
| 19 | 19 | | (2) establish a bag limit of one white-tailed deer per |
|---|
| 20 | 20 | | hunter. |
|---|
| 21 | 21 | | (b) To the extent of any conflict with Subsection (a), a |
|---|
| 22 | 22 | | hunting restriction imposed by a landowner who allows hunting on |
|---|
| 23 | 23 | | the landowner's private property prevails. |
|---|
| 24 | 24 | | SECTION 2. The Parks and Wildlife Commission shall adopt or |
|---|
| 25 | 25 | | amend rules applicable to youth hunting of white-tailed deer to |
|---|
| 26 | 26 | | comply with Section 62.0165, Parks and Wildlife Code, as added by |
|---|
| 27 | 27 | | this Act, as soon as possible, with the goal of having the new rules |
|---|
| 28 | 28 | | in place for the youth hunting weekend that is traditionally held |
|---|
| 29 | 29 | | before the start of the regular open season for white-tailed deer. |
|---|
| 30 | 30 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 31 | 31 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 32 | 32 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 33 | 33 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 34 | 34 | | Act takes effect September 1, 2015. |
