| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. In addition to other appropriated amounts, the | |
| 11 | 11 | amount of $1,500,000,000 is appropriated for the state fiscal | |
| 12 | 12 | biennium ending August 31, 2017 from the economic stabilization | |
| 13 | 13 | fund to the credit of the general revenue fund for Texas as money | |
| 14 | 14 | available for use by Texas Education Agency for the purpose of | |
| 15 | 15 | funding universal, high quality, prekindergarten education | |
| 16 | 16 | programs for children who are at least three years of age. | |
| 17 | 17 | SECTION 2. This Act takes effect September 1, 2015, but only | |
| 18 | 18 | if it receives a vote of two-thirds of the members present in each | |
| 19 | 19 | house of the legislature, as provided by Section 49-g(m), Article | |
| 20 | 20 | III, Texas Constitution. |
