| 10 | 10 | SECTION 1. Subchapter B, Chapter 5007, Special District | |
| 11 | 11 | Local Laws Code, is amended by adding Section 5007.229 to read as | |
| 12 | 12 | follows: | |
| 13 | 13 | Sec. 5007.229. HISTORICALLY UNDERUTILIZED BUSINESSES. | |
| 14 | 14 | Chapter 2161, Government Code, applies to the authority in the same | |
| 15 | 15 | manner as if the authority were a state agency subject to that | |
| 16 | 16 | chapter. | |
| 17 | 17 | SECTION 2. (a) Not later than December 1, 2015, the Port of | |
| 18 | 18 | Houston Authority shall adopt the rules required to implement the | |
| 19 | 19 | change in law made by this Act. | |
| 20 | 20 | (b) Section 5007.229, Special District Local laws Code, as | |
| 21 | 21 | added by this Act, applies only to a purchase of goods or services | |
| 22 | 22 | or a contract entered into on or after January 1, 2016. | |
| 23 | 23 | SECTION 3. This Act takes effect September 1, 2015. |
