| 7 | 7 | | relating to the appointment and terms of the board of hospital |

| 8 | 8 | | managers of the Dallas County Hospital District. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 281.021, Health and Safety Code, is |
|---|
| 11 | 11 | | amended by adding Subsection (f) to read as follows: |
|---|
| 12 | 12 | | (f) The Dallas County Hospital District is governed by a |
|---|
| 13 | 13 | | board composed of 11 members, appointed as follows: |
|---|
| 14 | 14 | | (1) the Dallas County Commissioners Court shall |
|---|
| 15 | 15 | | appoint one member; |
|---|
| 16 | 16 | | (2) each commissioner on the Dallas County |
|---|
| 17 | 17 | | Commissioners Court shall appoint two members; and |
|---|
| 18 | 18 | | (3) the county judge of Dallas County shall appoint |
|---|
| 19 | 19 | | two members. |
|---|
| 20 | 20 | | SECTION 2. Section 281.022, Health and Safety Code, is |
|---|
| 21 | 21 | | amended by adding Subsection (e) to read as follows: |
|---|
| 22 | 22 | | (e) The members of the board of hospital managers of the |
|---|
| 23 | 23 | | Dallas County Hospital District serve staggered three-year terms, |
|---|
| 24 | 24 | | with as near as possible to one-third of the members' terms expiring |
|---|
| 25 | 25 | | each year. |

| 26 | 26 | | SECTION 3. (a) The members of the board of hospital |
|---|
| 27 | 27 | | managers of the Dallas County Hospital District serving on the |
|---|
| 28 | 28 | | effective date of this Act may draw lots or use another method to |
|---|
| 29 | 29 | | determine the members, the number of whom must be as near as |
|---|
| 30 | 30 | | possible to one-third of the total number of members, who shall |
|---|
| 31 | 31 | | serve terms that expire in 2018, the members, the number of whom |
|---|
| 32 | 32 | | must be as near as possible to one-third of the total number of |
|---|
| 33 | 33 | | members, who shall serve terms that expire in 2017, and the members, |
|---|
| 34 | 34 | | the number of whom must be as near as possible to one-third of the |
|---|
| 35 | 35 | | total number of members, who shall serve terms that expire in 2016. |
|---|
| 36 | 36 | | The members of the board appointed to succeed the members serving on |
|---|
| 37 | 37 | | the effective date of this Act shall serve three-year terms. |
|---|
| 38 | 38 | | (b) At the time the terms of the board of hospital managers |
|---|
| 39 | 39 | | of the Dallas County Hospital District are determined under |
|---|
| 40 | 40 | | Subsection (a) of this section, the Dallas County Commissioners |
|---|
| 41 | 41 | | Court shall establish the specific date on which the terms of |
|---|
| 42 | 42 | | members of the board of hospital managers shall expire each year. |
|---|
| 43 | 43 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 44 | 44 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 45 | 45 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 46 | 46 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 47 | 47 | | Act takes effect September 1, 2015. |
