| 23 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 24 | 9 | | SECTION 1. The heading to Chapter 8364, Special District |
|---|
| 25 | 10 | | Local Laws Code, is amended to read as follows: |
|---|
| 26 | 11 | | CHAPTER 8364. LONE STAR [CORN HILL] REGIONAL WATER AUTHORITY |
|---|
| 27 | 12 | | SECTION 2. Section 8364.001(1), Special District Local Laws |
|---|
| 28 | 13 | | Code, is amended to read as follows: |

| 29 | 14 | | (1) "Authority" means the Lone Star [Corn Hill] |
|---|
| 30 | 15 | | Regional Water Authority. |
|---|
| 31 | 16 | | SECTION 3. Section 8364.051, Special District Local Laws |
|---|
| 32 | 17 | | Code, is amended by amending Subsection (c) and adding Subsection |
|---|
| 33 | 18 | | (e) to read as follows: |
|---|
| 34 | 19 | | (c) Except as provided by Subsection (e), each [Each] member |
|---|
| 35 | 20 | | entity shall appoint two directors. |
|---|
| 36 | 21 | | (e) If at any time the number of member entities is more than |
|---|
| 37 | 22 | | five, the board may adopt a resolution providing that each member |
|---|
| 38 | 23 | | entity shall appoint one director. A resolution adopted under this |
|---|
| 39 | 24 | | subsection must be approved by an affirmative vote of not less than |
|---|
| 40 | 25 | | 75 percent of the directors then serving, with at least one director |
|---|
| 41 | 26 | | from each member entity present and voting in favor of the |
|---|
| 42 | 27 | | resolution. If the board passes a resolution under this subsection, |
|---|
| 43 | 28 | | the terms of the directors then serving shall expire on the first |
|---|
| 44 | 29 | | day of September following the date the resolution is adopted, and |
|---|
| 45 | 30 | | not later than the first day of October following the date the |
|---|
| 46 | 31 | | resolution is adopted, each member entity shall appoint one |
|---|
| 47 | 32 | | director. |
|---|
| 48 | 33 | | SECTION 4. (a) The legal notice of the intention to |
|---|
| 49 | 34 | | introduce this Act, setting forth the general substance of this |
|---|
| 50 | 35 | | Act, has been published as provided by law, and the notice and a |
|---|
| 51 | 36 | | copy of this Act have been furnished to all persons, agencies, |
|---|
| 52 | 37 | | officials, or entities to which they are required to be furnished |
|---|
| 53 | 38 | | under Section 59, Article XVI, Texas Constitution, and Chapter 313, |
|---|
| 54 | 39 | | Government Code. |
|---|
| 55 | 40 | | (b) The governor, one of the required recipients, has |
|---|
| 56 | 41 | | submitted the notice and Act to the Texas Commission on |
|---|
| 57 | 42 | | Environmental Quality. |
|---|
| 58 | 43 | | (c) The Texas Commission on Environmental Quality has filed |
|---|
| 59 | 44 | | its recommendations relating to this Act with the governor, the |
|---|
| 60 | 45 | | lieutenant governor, and the speaker of the house of |
|---|
| 61 | 46 | | representatives within the required time. |
|---|
| 62 | 47 | | (d) All requirements of the constitution and laws of this |
|---|
| 63 | 48 | | state and the rules and procedures of the legislature with respect |
|---|
| 64 | 49 | | to the notice, introduction, and passage of this Act are fulfilled |
|---|
| 65 | 50 | | and accomplished. |
|---|
| 66 | 51 | | SECTION 5. This Act takes effect immediately if it receives |
|---|
| 67 | 52 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 68 | 53 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 69 | 54 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 70 | 55 | | Act takes effect September 1, 2015. |
