Fiscal Analysis
This bill would amend Section 656.002 of the Government Code relating to the submission and acceptance of employment applications through the online system for state agency employment openings maintained by the Texas Workforce Commission (TWC). The bill requires that the TWC online system for listing state agency employment openings (known as WorkInTexas.com) allow an applicant to complete and enter a single state application and any additional documents required to be submitted with the application into an online database for the purpose of electronically sending the application and documents to multiple state agencies. This bill would take effect September 1, 2015.
Methodology
To implement the provisions of the bill, TWC estimates an initial one-time start up cost of $331,329 to support 3.0 new program staff in fiscal year 2016 necessary to implement the required system changes to WorkInTexas.com. TWC anticipates that reoccurring maintenance costs post-implementation would not be significant and could be accomplished by utilizing existing resources within the agency.
Technology
TWC estimates nonrecurring technology costs in fiscal year 2016 of $331,329. TWC would incur approximately 4,950 hours in programming costs to modify WorkInTexas.com for a total one-time cost of $331,329 in salaries and related expenses for 3.0 new full-time equivalents (FTEs).
