| 15 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 16 | 9 | | SECTION 1. Subchapter A, Chapter 656, Government Code, is |
|---|
| 17 | 10 | | amended by adding Section 656.002 to read as follows: |
|---|
| 18 | 11 | | Sec. 656.002. ONLINE STATE AGENCY EMPLOYMENT APPLICATIONS. |
|---|
| 19 | 12 | | (a) In this section, "state agency" does not include an institution |
|---|
| 20 | 13 | | of higher education or university system as defined by Section |
|---|
| 21 | 14 | | 61.003, Education Code. |
|---|
| 22 | 15 | | (b) The online system for listing state agency employment |
|---|
| 23 | 16 | | openings maintained by the Texas Workforce Commission must allow an |
|---|
| 24 | 17 | | applicant for employment to complete a single state application |
|---|
| 25 | 18 | | online and enter the application into an online database from which |
|---|
| 26 | 19 | | the applicant may electronically send the application to multiple |
|---|
| 27 | 20 | | state agencies. |
|---|
| 28 | 21 | | (c) The Texas Workforce Commission shall: |
|---|
| 29 | 22 | | (1) prescribe a standard electronic format for the |
|---|
| 30 | 23 | | online application described by Subsection (b); and |
|---|
| 31 | 24 | | (2) ensure that the commission's online system allows |
|---|
| 32 | 25 | | an applicant to submit and a state agency to receive an online |
|---|
| 33 | 26 | | application for state agency employment. |
|---|
| 34 | 27 | | (d) A state agency shall accept an application for an |
|---|
| 35 | 28 | | employment opening from the online system maintained by the Texas |
|---|
| 36 | 29 | | Workforce Commission. |
|---|
| 37 | 30 | | (e) This section does not prohibit a state agency from |
|---|
| 38 | 31 | | accepting an application for an employment opening in a manner |
|---|
| 39 | 32 | | other than the manner described by this section. |

| 40 | 33 | | SECTION 2. This Act takes effect September 1, 2015. |
