66 AN ACT
77 relating to a study on the feasibility of online voting.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Title 8, Election Code, is amended by adding
1010 Chapter 130 to read as follows:
1111 CHAPTER 130. FEASIBILITY STUDY OF ONLINE VOTING
1212 Sec. 130.001. FEASIBILITY STUDY OF ONLINE VOTING. (a) The
1313 secretary of state shall conduct a study to consider the
1414 feasibility of implementing the practice of online voting.
1515 (b) The study shall include a thorough explication and
1616 investigation of:
1717 (1) the experience of jurisdictions, including other
1818 states and foreign nations, that have implemented the practice;
1919 (2) the anticipated cost expenditures or savings to
2020 the state and counties upon the implementation of the practice;
2121 (3) the anticipated increase or decrease in voter
2222 turnout upon implementation of the practice; and
2323 (4) any security issues or other challenges
2424 anticipated, including possible solutions.
2525 (c) The secretary of state shall deliver the report to the
2626 legislature not later than January 10, 2017.
2727 Sec. 130.002. EXPIRATION. This chapter expires September
2828 1, 2017.
2929 SECTION 2. This Act takes effect immediately if it receives
3030 a vote of two-thirds of all the members elected to each house, as
3131 provided by Section 39, Article III, Texas Constitution. If this
3232 Act does not receive the vote necessary for immediate effect, this
3333 Act takes effect September 1, 2015.
