8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Title 8, Election Code, is amended by adding |
---|
10 | 10 | | Chapter 130 to read as follows: |
---|
11 | 11 | | CHAPTER 130. FEASIBILITY STUDY OF ONLINE VOTING |
---|
12 | 12 | | Sec. 130.001. FEASIBILITY STUDY OF ONLINE VOTING. (a) The |
---|
13 | 13 | | secretary of state shall conduct a study to consider the |
---|
14 | 14 | | feasibility of implementing the practice of online voting. |
---|
15 | 15 | | (b) The study shall include a thorough explication and |
---|
16 | 16 | | investigation of: |
---|
17 | 17 | | (1) the experience of jurisdictions, including other |
---|
18 | 18 | | states and foreign nations, that have implemented the practice; |
---|
19 | 19 | | (2) the anticipated cost expenditures or savings to |
---|
20 | 20 | | the state and counties upon the implementation of the practice; |
---|
21 | 21 | | (3) the anticipated increase or decrease in voter |
---|
22 | 22 | | turnout upon implementation of the practice; and |
---|
23 | 23 | | (4) any security issues or other challenges |
---|
24 | 24 | | anticipated, including possible solutions. |
---|
25 | 25 | | (c) The secretary of state shall deliver the report to the |
---|
26 | 26 | | legislature not later than January 10, 2017. |
---|
27 | 27 | | Sec. 130.002. EXPIRATION. This chapter expires September |
---|
28 | 28 | | 1, 2017. |
---|
29 | 29 | | SECTION 2. This Act takes effect immediately if it receives |
---|
30 | 30 | | a vote of two-thirds of all the members elected to each house, as |
---|
31 | 31 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
32 | 32 | | Act does not receive the vote necessary for immediate effect, this |
---|
33 | 33 | | Act takes effect September 1, 2015. |
