66 AN ACT
77 relating to the registration of voters at a polling place and
88 related procedures.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 63, Election Code, is amended by adding
1111 Section 63.0091 to read as follows:
1212 Sec. 63.0091. REGISTRATION AT POLLING PLACE; VOTING
1313 PROCEDURES. (a) This section applies to the conduct of voting and
1414 to the registration of voters notwithstanding and in addition to
1515 other applicable provisions of this code.
1616 (b) A person who would be eligible to vote in an election
1717 under Section 11.001, but for the requirement to be a registered
1818 voter, shall be accepted for voting in the precinct of the person's
1919 residence if, on the day the person offers to vote, the person:
2020 (1) submits a voter registration application that
2121 complies with Section 13.002; and
2222 (2) presents proof of identification in one of the
2323 following forms:
2424 (A) a driver's license, license to carry a
2525 concealed handgun, or personal identification card issued to the
2626 person by the Department of Public Safety, regardless of whether
2727 the license or card has expired;
2828 (B) official mail addressed to the person by name
2929 from a governmental entity;
3030 (C) a copy of a current utility bill, bank
3131 statement, government check, paycheck, or other government
3232 document that shows the name and address of the voter; or
3333 (D) any other form of identification prescribed
3434 by the secretary of state that establishes the person's residence.
3535 (c) Persons voting under this section shall be processed
3636 separately at the polling place from persons who are voting under
3737 regular procedures.
3838 (d) The secretary of state shall prescribe the procedures
3939 necessary to implement this section and to ensure the proper and
4040 orderly conduct of elections.
4141 SECTION 2. This Act takes effect September 1, 2015.
