| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 63, Election Code, is amended by adding |
|---|
| 11 | 11 | | Section 63.0091 to read as follows: |
|---|
| 12 | 12 | | Sec. 63.0091. REGISTRATION AT POLLING PLACE; VOTING |
|---|
| 13 | 13 | | PROCEDURES. (a) This section applies to the conduct of voting and |
|---|
| 14 | 14 | | to the registration of voters notwithstanding and in addition to |
|---|
| 15 | 15 | | other applicable provisions of this code. |
|---|
| 16 | 16 | | (b) A person who would be eligible to vote in an election |
|---|
| 17 | 17 | | under Section 11.001, but for the requirement to be a registered |
|---|
| 18 | 18 | | voter, shall be accepted for voting in the precinct of the person's |
|---|
| 19 | 19 | | residence if, on the day the person offers to vote, the person: |
|---|
| 20 | 20 | | (1) submits a voter registration application that |
|---|
| 21 | 21 | | complies with Section 13.002; and |
|---|
| 22 | 22 | | (2) presents proof of identification in one of the |
|---|
| 23 | 23 | | following forms: |
|---|
| 24 | 24 | | (A) a driver's license, license to carry a |
|---|
| 25 | 25 | | concealed handgun, or personal identification card issued to the |
|---|
| 26 | 26 | | person by the Department of Public Safety, regardless of whether |
|---|
| 27 | 27 | | the license or card has expired; |
|---|
| 28 | 28 | | (B) official mail addressed to the person by name |
|---|
| 29 | 29 | | from a governmental entity; |
|---|
| 30 | 30 | | (C) a copy of a current utility bill, bank |
|---|
| 31 | 31 | | statement, government check, paycheck, or other government |
|---|
| 32 | 32 | | document that shows the name and address of the voter; or |
|---|
| 33 | 33 | | (D) any other form of identification prescribed |
|---|
| 34 | 34 | | by the secretary of state that establishes the person's residence. |
|---|
| 35 | 35 | | (c) Persons voting under this section shall be processed |
|---|
| 36 | 36 | | separately at the polling place from persons who are voting under |
|---|
| 37 | 37 | | regular procedures. |
|---|
| 38 | 38 | | (d) The secretary of state shall prescribe the procedures |
|---|
| 39 | 39 | | necessary to implement this section and to ensure the proper and |
|---|
| 40 | 40 | | orderly conduct of elections. |
|---|
| 41 | 41 | | SECTION 2. This Act takes effect September 1, 2015. |
