| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Subchapter H, Chapter 2155, Government Code, is | |
| 11 | 11 | amended by adding Section 2155.454 to read as follows: | |
| 12 | 12 | Sec. 2155.454. PREFERENCE FOR SMALL BUSINESS. (a) In this | |
| 13 | 13 | section, "small business" has the meaning assigned by Section | |
| 14 | 14 | 2155.505. | |
| 15 | 15 | (b) The comptroller and each state agency that enters into a | |
| 16 | 16 | contract for the purchase of goods or services with a value of less | |
| 17 | 17 | than $500,000 shall give preference to goods or services produced | |
| 18 | 18 | or offered by a small business. | |
| 19 | 19 | (c) The comptroller may adopt rules to implement this | |
| 20 | 20 | section. | |
| 21 | 21 | SECTION 2. The change in law made by this Act applies only | |
| 22 | 22 | to a contract for goods or services that is entered into on or after | |
| 23 | 23 | the effective date of this Act. A contract entered into before the | |
| 24 | 24 | effective date of this Act is governed by the law in effect on the | |
| 25 | 25 | date the contract was entered into, and the former law is continued | |
| 26 | 26 | in effect for that purpose. | |
| 27 | 27 | SECTION 3. This Act takes effect September 1, 2015. |
