55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the institutions of higher education eligible to
88 participate in the Texas Science, Technology, Engineering, and
99 Mathematics (T-STEM) Challenge Scholarship program.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 61.9792, Education Code, is amended to
1212 read as follows:
1313 Sec. 61.9792. SCHOLARSHIP PROGRAM. The board shall
1414 establish and administer, in accordance with this subchapter and
1515 board rules, the Texas Science, Technology, Engineering, and
1616 Mathematics (T-STEM) Challenge Scholarship program under which the
1717 board provides a grant to an eligible institution for the purpose of
1818 providing a scholarship to a student who meets the eligibility
1919 criteria prescribed by Section 61.9793.
2020 SECTION 2. Section 61.9794, Education Code, is amended to
2121 read as follows:
2222 Sec. 61.9794. ELIGIBLE INSTITUTION. (a) To qualify as an
2323 eligible institution under this subchapter, an institution must:
2424 (1) be one of the following:
2525 (A) a public junior college, public junior
2626 college district, or public technical institute that admits[;
2727 [(2) admit] at least 50 students into a STEM program
2828 each academic year; or
2929 (B) a general academic teaching institution that
3030 admits into a STEM program each academic year eligible students
3131 who:
3232 (i) previously participated in a T-STEM
3333 Challenge Scholarship program at a public junior college or public
3434 technical institute; and
3535 (ii) completed at least 45 semester credit
3636 hours at the college or institute before enrolling in the general
3737 academic teaching institution; and
3838 (2) [(3)] develop partnerships with business and
3939 industry to:
4040 (A) identify local employment needs in Science,
4141 Technology, Engineering, and Mathematics (STEM) fields; and
4242 (B) provide part-time employment for students
4343 enrolled in a STEM program.
4444 (b) To maintain eligibility, beginning with the second year
4545 following implementation of a scholarship program under this
4646 subchapter, an institution must demonstrate to the board that at
4747 least 70 percent of the institution's T-STEM Challenge Scholarship
4848 graduates, within six [three] months after graduation, are:
4949 (1) employed by a business in a Science, Technology,
5050 Engineering, and Mathematics (STEM) field; or
5151 (2) enrolled in upper-division courses leading to a
5252 baccalaureate degree in a Science, Technology, Engineering, and
5353 Mathematics (STEM) field.
5454 SECTION 3. Section 61.9795, Education Code, is amended to
5555 read as follows:
5656 Sec. 61.9795. AMOUNT; FUNDING. (a) Subject to available
5757 funding, the board shall award a grant to an eligible institution
5858 for the purpose of providing scholarships, with at least 50 percent
5959 of the amount awarded from private funds.
6060 (b) Except as provided by Subsection (b-1), an [An] eligible
6161 student may receive a scholarship awarded under this subchapter for
6262 not more than two academic years.
6363 (b-1) A student who previously participated in the T-STEM
6464 Challenge Scholarship program at a public junior college or public
6565 technical institute and completed at least 45 semester credit hours
6666 at the college or institute, who then enrolls in a general academic
6767 teaching institution, may receive a scholarship awarded under this
6868 subchapter for two additional academic years. The student must
6969 meet the eligibility requirements established under Section
7070 61.9793.
7171 (c) The board may use any available revenue, including
7272 legislative appropriations, and may solicit and accept gifts and
7373 grants for purposes of this subchapter.
7474 SECTION 4. The Texas Higher Education Coordinating Board
7575 shall award scholarships under Subchapter GG, Chapter 61, Education
7676 Code, as amended by this Act, beginning with the 2015-2016 academic
7777 year. The coordinating board shall adopt the rules required by that
7878 subchapter as soon as practicable after this Act takes effect.
7979 SECTION 5. This Act takes effect September 1, 2015.
