104 AN ACT
115 relating to the use of money from the permanent fund for
126 health-related programs to provide grants to nursing education
137 programs.
148 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
159 SECTION 1. Sections 63.202(f) and (g), Education Code, are
1610 amended to read as follows:
1711 (f) Notwithstanding the limitation provided by Subsection
1812 (b), grants awarded under Subsection (c) for the state fiscal
1913 biennium ending on August 31, 2017 [2013], and the fiscal biennium
2014 ending on August 31, 2019 [2015], by the Texas Higher Education
2115 Coordinating Board shall be awarded to programs preparing students
2216 for initial licensure as registered nurses or programs preparing
2317 qualified faculty members with a master's or doctoral degree for
2418 the program, including programs at two-year institutions of higher
2519 education, four-year general academic teaching institutions,
2620 health science centers, and independent or private institutions of
2721 higher education, or to the nursing resource section established
2822 under Section 105.002(b), Health and Safety Code. In awarding
2923 grants under this subsection, the coordinating board may:
3024 (1) give priority to institutions proposing to address
3125 the shortage of registered nurses by promoting innovation in
3226 education, recruitment, and retention of nursing students and
3327 qualified faculty;
3428 (2) award grants on a competitive basis;
3529 (3) consider the availability of matching funds; and
3630 (4) fund a study by the nursing resource section to
3731 evaluate the competencies of clinical judgment and behaviors that
3832 professional nursing students should possess at the time of
3933 graduation.
4034 (g) Subsection (f) and this subsection expire September 1,
4135 2019 [2015].
4236 SECTION 2. This Act takes effect immediately if it receives
4337 a vote of two-thirds of all the members elected to each house, as
4438 provided by Section 39, Article III, Texas Constitution. If this
4539 Act does not receive the vote necessary for immediate effect, this
4640 Act takes effect September 1, 2015.
