| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 481.078, Government Code, is amended by |
|---|
| 11 | 11 | | amending Subsection (c) and adding Subsection (d-2) to read as |
|---|
| 12 | 12 | | follows: |
|---|
| 13 | 13 | | (c) Except as provided by Subsections (d), [and] (d-1), and |
|---|
| 14 | 14 | | (d-2), the fund may be used only for economic development, |
|---|
| 15 | 15 | | infrastructure development, community development, job training |
|---|
| 16 | 16 | | programs, and business incentives. |
|---|
| 17 | 17 | | (d-2) The fund may be used for the establishment, |
|---|
| 18 | 18 | | maintenance, or operation of veterans hospitals in this state. |
|---|
| 19 | 19 | | Subsections (e-1), (f), (f-1), (f-2), (g), (h), (h-1), (i), and (j) |
|---|
| 20 | 20 | | and Section 481.080 do not apply to a grant awarded for a purpose |
|---|
| 21 | 21 | | specified by this subsection. |
|---|
| 22 | 22 | | SECTION 2. Section 481.079(a-1), Government Code, is |
|---|
| 23 | 23 | | amended to read as follows: |
|---|
| 24 | 24 | | (a-1) For grants awarded for a purpose specified by Section |
|---|
| 25 | 25 | | 481.078(d-1) or (d-2), the report must include only the amount and |
|---|
| 26 | 26 | | purpose of each grant. |
|---|
| 27 | 27 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 28 | 28 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 29 | 29 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 30 | 30 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 31 | 31 | | Act takes effect September 1, 2015. |
