These observers point out that as a consequence, workplace issues with volunteer deputy registrars who misrepresent their position in another manner cannot be dealt with internally. The observers contend that allowing a voter registrar to terminate a volunteer deputy registrar with greater discretion will result in greater efficiency in voter registration and a decrease in costs associated with voter registrar misdemeanor court fees. In response to these inefficiencies, C.S.H.B. 621 seeks to expand the circumstances under which a county voter registrar may terminate a volunteer deputy registrar. CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
