| 13 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 8 | | SECTION 1. Section 13.033(b), Election Code, is amended to |
|---|
| 15 | 9 | | read as follows: |
|---|
| 16 | 10 | | (b) If a person is to be appointed, the registrar shall |
|---|
| 17 | 11 | | prepare a certificate of appointment in duplicate containing: |
|---|
| 18 | 12 | | (1) the date of appointment; |
|---|
| 19 | 13 | | (2) the statement: "I, ____________, Voter Registrar |
|---|
| 20 | 14 | | for ____________ County, do hereby appoint ____________ as a |
|---|
| 21 | 15 | | volunteer deputy registrar for ____________ County."; |
|---|
| 22 | 16 | | (3) the person's residence address; |
|---|
| 23 | 17 | | (4) the person's voter registration number, if any; |
|---|
| 24 | 18 | | (5) a statement that the term of the appointment |
|---|
| 25 | 19 | | expires December 31 of an even-numbered year; and |
|---|
| 26 | 20 | | (6) a statement that the appointment terminates on the |
|---|
| 27 | 21 | | person's final conviction for an offense for failure to deliver a |
|---|
| 28 | 22 | | registration application and may terminate on the registrar's |
|---|
| 29 | 23 | | determination that the person failed to adequately review a |
|---|
| 30 | 24 | | registration application, intentionally destroyed or physically |
|---|
| 31 | 25 | | altered a registration application, or engaged in any other |
|---|
| 32 | 26 | | activity that conflicts with the responsibilities of a volunteer |
|---|
| 33 | 27 | | deputy registrar under this chapter. |
|---|
| 34 | 28 | | SECTION 2. Section 13.036(b), Election Code, is amended to |
|---|
| 35 | 29 | | read as follows: |
|---|
| 36 | 30 | | (b) The registrar may terminate the appointment of a |
|---|
| 37 | 31 | | volunteer deputy registrar on a determination by the registrar that |
|---|
| 38 | 32 | | the volunteer deputy: |
|---|
| 39 | 33 | | (1) failed to adequately review a registration |
|---|
| 40 | 34 | | application as required by Section 13.039; |
|---|
| 41 | 35 | | (2) intentionally destroyed or physically altered a |
|---|
| 42 | 36 | | registration application; or |
|---|
| 43 | 37 | | (3) engaged in any other activity that conflicts with |
|---|
| 44 | 38 | | the responsibilities of a volunteer deputy registrar under this |
|---|
| 45 | 39 | | chapter. |

| 46 | 40 | | SECTION 3. This Act takes effect September 1, 2015. |
