77 relating to a study concerning the use of a digital image for
88 identification and proof of licensure purposes.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 411, Government Code, is amended by
1111 adding Subchapter Z to read as follows:
1212 SUBCHAPTER Z. MISCELLANEOUS PROVISIONS
1313 Sec. 411.951. STUDY ON DIGITAL IDENTIFICATION AND PROOF OF
1414 LICENSURE. (a) The department shall conduct a study:
1515 (1) determining the feasibility of establishing a
1616 system to allow a person to use a digital image displayed on an
1717 electronic device for identification purposes or to prove that the
1818 person has a driver's license;
1919 (2) evaluating risks to personal information security
2020 that a system described by Subdivision (1) might create; and
2121 (3) surveying and evaluating digital identification
2222 and proof of licensure policies in other states.
2323 (b) Not later than September 1, 2016, the department shall
2424 submit a detailed report of its findings and recommendations to the
2525 legislature.
2626 (c) This section expires January 1, 2017.
2727 SECTION 2. This Act takes effect immediately if it receives
2828 a vote of two-thirds of all the members elected to each house, as
2929 provided by Section 39, Article III, Texas Constitution. If this
3030 Act does not receive the vote necessary for immediate effect, this
3131 Act takes effect September 1, 2015.
