| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 411, Government Code, is amended by |
|---|
| 11 | 11 | | adding Subchapter Z to read as follows: |
|---|
| 12 | 12 | | SUBCHAPTER Z. MISCELLANEOUS PROVISIONS |
|---|
| 13 | 13 | | Sec. 411.951. STUDY ON DIGITAL IDENTIFICATION AND PROOF OF |
|---|
| 14 | 14 | | LICENSURE. (a) The department shall conduct a study: |
|---|
| 15 | 15 | | (1) determining the feasibility of establishing a |
|---|
| 16 | 16 | | system to allow a person to use a digital image displayed on an |
|---|
| 17 | 17 | | electronic device for identification purposes or to prove that the |
|---|
| 18 | 18 | | person has a driver's license; |
|---|
| 19 | 19 | | (2) evaluating risks to personal information security |
|---|
| 20 | 20 | | that a system described by Subdivision (1) might create; and |
|---|
| 21 | 21 | | (3) surveying and evaluating digital identification |
|---|
| 22 | 22 | | and proof of licensure policies in other states. |
|---|
| 23 | 23 | | (b) Not later than September 1, 2016, the department shall |
|---|
| 24 | 24 | | submit a detailed report of its findings and recommendations to the |
|---|
| 25 | 25 | | legislature. |
|---|
| 26 | 26 | | (c) This section expires January 1, 2017. |
|---|
| 27 | 27 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 28 | 28 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 29 | 29 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 30 | 30 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 31 | 31 | | Act takes effect September 1, 2015. |
