| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 322.008, Government Code, is amended by |
|---|
| 10 | 10 | | adding Subsection (b-1) to read as follows: |
|---|
| 11 | 11 | | (b-1) The general appropriations bill must, for each state |
|---|
| 12 | 12 | | agency or other entity to which an appropriation is proposed under |
|---|
| 13 | 13 | | the bill: |
|---|
| 14 | 14 | | (1) include a line item for each specific program or |
|---|
| 15 | 15 | | activity administered by the agency or entity or by an |
|---|
| 16 | 16 | | organizational unit of the agency or entity, arranged according to |
|---|
| 17 | 17 | | the agency's, entity's, or unit's organizational structure, except |
|---|
| 18 | 18 | | that if a specific program or activity administered by the agency, |
|---|
| 19 | 19 | | entity, or unit includes identifiable components or subprograms, |
|---|
| 20 | 20 | | the bill must include a line item for each of those components or |
|---|
| 21 | 21 | | subprograms; |
|---|
| 22 | 22 | | (2) specify the amount of the proposed appropriation |
|---|
| 23 | 23 | | for each line item; and |
|---|
| 24 | 24 | | (3) include, for each line item that represents a |
|---|
| 25 | 25 | | specific program or activity or, if applicable, each group of line |
|---|
| 26 | 26 | | items representing the components or subprograms of a specific |
|---|
| 27 | 27 | | program or activity: |
|---|
| 28 | 28 | | (A) a citation to the authorization in law for |
|---|
| 29 | 29 | | the program or activity; and |
|---|
| 30 | 30 | | (B) a statement regarding whether the source of |
|---|
| 31 | 31 | | the proposed appropriation is nondedicated general revenue money, |
|---|
| 32 | 32 | | dedicated general revenue money, federal money, or another source. |
|---|
| 33 | 33 | | SECTION 2. This Act takes effect September 1, 2015. |
