| 14 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 9 | | SECTION 1. Subchapter E, Chapter 42, Education Code, is |
|---|
| 16 | 10 | | amended by adding Section 42.2527 to read as follows: |
|---|
| 17 | 11 | | Sec. 42.2527. ADJUSTMENT FOR CERTAIN DISTRICTS WITH EARLY |
|---|
| 18 | 12 | | HIGH SCHOOL GRADUATION PROGRAMS. (a) As a pilot program to enable |
|---|
| 19 | 13 | | the state to evaluate the benefit of providing additional funding |
|---|
| 20 | 14 | | at the prekindergarten level for low-income students, the |
|---|
| 21 | 15 | | commissioner shall provide prekindergarten funding in accordance |
|---|
| 22 | 16 | | with this section to a school district located in a county that |
|---|
| 23 | 17 | | borders the United Mexican States and the Gulf of Mexico. |
|---|
| 24 | 18 | | (b) The commissioner shall provide funding for a school |
|---|
| 25 | 19 | | district's prekindergarten program on a half-day basis for a number |
|---|
| 26 | 20 | | of low-income prekindergarten students equal to twice the number of |
|---|
| 27 | 21 | | students who received, as a result of participation in an early high |
|---|
| 28 | 22 | | school graduation program operated by the district, a high school |
|---|
| 29 | 23 | | diploma from the district during the preceding school year after |
|---|
| 30 | 24 | | three years of secondary school attendance. |
|---|
| 31 | 25 | | (c) The commissioner may adopt rules necessary to implement |
|---|
| 32 | 26 | | this section. |
|---|
| 33 | 27 | | (d) This section expires September 1, 2023. |
