| 7 | 7 | | relating to the rules of the road regarding red signals at certain |

| 8 | 8 | | traffic control signals. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 544.007, Transportation Code, is amended |
|---|
| 11 | 11 | | by amending Subsection (d) and adding Subsection (d-1) to read as |
|---|
| 12 | 12 | | follows: |
|---|
| 13 | 13 | | (d) An operator of a vehicle facing only a steady red signal |
|---|
| 14 | 14 | | shall stop at a clearly marked stop line. In the absence of a stop |
|---|
| 15 | 15 | | line, the operator shall stop before entering the crosswalk on the |
|---|
| 16 | 16 | | near side of the intersection. Except as provided by Subsection |
|---|
| 17 | 17 | | (d-1), a [A] vehicle that is not turning shall remain standing until |
|---|
| 18 | 18 | | an indication to proceed is shown. After stopping, standing until |
|---|
| 19 | 19 | | the intersection may be entered safely, and yielding right-of-way |
|---|
| 20 | 20 | | to pedestrians lawfully in an adjacent crosswalk and other traffic |
|---|
| 21 | 21 | | lawfully using the intersection, the operator may: |
|---|
| 22 | 22 | | (1) turn right; or |
|---|
| 23 | 23 | | (2) turn left, if the intersecting streets are both |
|---|
| 24 | 24 | | one-way streets and a left turn is permissible. |
|---|
| 25 | 25 | | (d-1) An operator of a vehicle facing only a steady red |
|---|
| 26 | 26 | | signal at a traffic-actuated electric traffic-control signal, as |
|---|
| 27 | 27 | | described by Section 544.0075, may proceed if the traffic-actuated |
|---|
| 28 | 28 | | electric traffic-control signal fails to register the vehicle |
|---|
| 29 | 29 | | within a reasonable period of time. The right to proceed is subject |
|---|
| 30 | 30 | | to the rules applicable after stopping at a stop sign. |
|---|
| 31 | 31 | | SECTION 2. This Act takes effect September 1, 2015. |
