11	5		relating to the continuation and duties of the Red River Boundary
12	6		Commission.
13	7		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
14	8		SECTION 1. Section 12.056, Natural Resources Code, is
15	9		amended to read as follows:
16	10		Sec. 12.056. POWERS AND DUTIES. The commission shall
17	11		confer and act jointly with representatives appointed on behalf of
18	12		the State of Oklahoma to:
19	13		(1) evaluate the methods, surveys, historical maps,
20	14		and other information used to establish the boundary line between
21	15		this state and the State of Oklahoma in the Texoma area;
22	16		(2) determine the location of the south bank of the Red
23	17		River as the bank was located and marked by the United States Army
24	18		Corps of Engineers before the beginning of construction of Lake
25	19		Texoma, in accordance with Article II(c), Red River Boundary
26	20		Compact, Section 12.002;
27	21		(3) redraw the boundary line between this state and
28	22		the State of Oklahoma on any real property for which the United
29	23		States Army Corps of Engineers granted an easement before August
30	24		31, 2000, to at least two districts or authorities created under
31	25		Section 59, Article XVI, Texas Constitution, for the construction,
32	26		operation, and maintenance of a water pipeline and related
33	27		facilities in the Texoma area in order to negate any effects the
34	28		boundary as it is currently drawn has on property interests
35	29		associated with those easements in the Texoma area, in such a way
36	30		that there is no net loss of property between either state so as to
37	31		ensure that the redrawn boundary does not increase the political
38	32		power or influence of either state, and in accordance with:
39	33		(A) the Lake Texoma preconstruction survey of the
40	34		south bank of the Red River prepared by the United States Army Corps
41	35		of Engineers; or
42	36		(B) other historical records or documentation of
43	37		the United States Army Corps of Engineers identifying the location
44	38		of the south bank of the Red River, if the survey described by
45	39		Subdivision (3)(A) is unavailable;
46	40		(4) hold hearings and conferences in this state and in
47	41		the State of Oklahoma as necessary to accomplish the purposes of
48	42		this section; and
49	43		(5) take other action, alone or in cooperation with
50	44		the State of Oklahoma or the United States, necessary to accomplish
51	45		the purposes of this section.
52	46		SECTION 2. Section 12.057(b), Natural Resources Code, is
53	47		amended to read as follows:
54	48		(b) Not later than July 30, 2017 [2015], the commission
55	49		shall issue a final report to the governor, lieutenant governor,
56	50		speaker of the house of representatives, and appropriate committees
57	51		of the legislature.
58	52		SECTION 3. Section 12.058, Natural Resources Code, is
59	53		amended to read as follows:
60	54		Sec. 12.058. EXPIRATION OF SUBCHAPTER. This subchapter
61	55		expires December 31, 2017 [2015].
62	56		SECTION 4. This Act takes effect immediately if it receives
63	57		a vote of two-thirds of all the members elected to each house, as
64	58		provided by Section 39, Article III, Texas Constitution. If this
65	59		Act does not receive the vote necessary for immediate effect, this
66	60		Act takes effect September 1, 2015.
