| 7 | 7 | | relating to the creation of a long-range revenue analysis |

|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter B, Chapter 403, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 403.0306 to read as follows: |
|---|
| 12 | 12 | | Sec. 403.0306. LONG-RANGE REVENUE ANALYSIS COMMITTEE. (a) |
|---|
| 13 | 13 | | The long-range revenue analysis committee shall produce biannual |
|---|
| 14 | 14 | | long-range financial projection and revenue reports to assist the |
|---|
| 15 | 15 | | legislature in making budget decisions. |
|---|
| 16 | 16 | | (b) The committee is composed of: |
|---|
| 17 | 17 | | (1) one representative appointed by the chair of the |
|---|
| 18 | 18 | | house appropriations committee; |
|---|
| 19 | 19 | | (2) one representative appointed by the chair of the |
|---|
| 20 | 20 | | senate finance committee; |
|---|
| 21 | 21 | | (3) one representative appointed by the Legislative |
|---|
| 22 | 22 | | Budget Board; |
|---|
| 23 | 23 | | (4) one representative appointed by the governor; and |
|---|
| 24 | 24 | | (5) one representative appointed by the comptroller. |
|---|
| 25 | 25 | | (c) A representative appointed under Subsection (b) serves |
|---|
| 26 | 26 | | at the pleasure of the appointing authority. The appropriate |
|---|
| 27 | 27 | | appointing authority shall fill a vacancy in the committee by the |
|---|
| 28 | 28 | | appointment of another person. |
|---|
| 29 | 29 | | (d) The member of the committee appointed under Subsection |
|---|
| 30 | 30 | | (b)(3) shall serve as the chair of the committee. |
|---|
| 31 | 31 | | (e) The committee shall meet at least quarterly. The |
|---|
| 32 | 32 | | committee may meet at other times at the call of the chair of the |
|---|
| 33 | 33 | | committee. |
|---|
| 34 | 34 | | (f) The committee is not subject to Chapter 2110. |
|---|
| 35 | 35 | | (g) The committee may request assistance with gathering |
|---|
| 36 | 36 | | data, performing analysis, developing financial forecasts and |
|---|
| 37 | 37 | | official estimates, or any other relevant tasks from any |
|---|
| 38 | 38 | | department, agency, institution, office, or political subdivision |
|---|
| 39 | 39 | | of this state. |
|---|
| 40 | 40 | | (h) Between September 1 and September 15 of each |
|---|
| 41 | 41 | | even-numbered year, the committee shall issue a long-range revenue |
|---|
| 42 | 42 | | analysis report that includes: |
|---|
| 43 | 43 | | (1) revenue estimates and major state financial |
|---|
| 44 | 44 | | projections for: |
|---|
| 45 | 45 | | (A) the state fiscal year beginning on the 10th |
|---|
| 46 | 46 | | anniversary of the date the current state fiscal year began; and |
|---|
| 47 | 47 | | (B) the state fiscal year beginning on the 20th |
|---|
| 48 | 48 | | anniversary of the date the current state fiscal year began; and |
|---|
| 49 | 49 | | (2) recommended fiscal strategies for the state and |
|---|
| 50 | 50 | | state agencies. |
|---|
| 51 | 51 | | (i) In creating the report required by Subsection (h), the |
|---|
| 52 | 52 | | committee shall use current official budget estimates and shall |
|---|
| 53 | 53 | | seek input from the public, the executive branch, and the judicial |
|---|
| 54 | 54 | | branch of the state. The committee must reach a consensus on any |
|---|
| 55 | 55 | | revenue analysis and projections created for each report before the |
|---|
| 56 | 56 | | analysis or projections may be included in the report. |
|---|
| 57 | 57 | | SECTION 2. Not later than November 1, 2015, each appointing |
|---|
| 58 | 58 | | authority specified by Section 403.0306(b), Government Code, as |
|---|
| 59 | 59 | | added by this Act, shall make the authority's initial appointment |
|---|
| 60 | 60 | | to the long-range revenue analysis committee. |
|---|
| 61 | 61 | | SECTION 3. This Act takes effect September 1, 2015. |
