55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the approval by the Texas Higher Education Coordinating
88 Board of baccalaureate degree programs offered by public junior
99 colleges.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 130.0012, Education Code, is amended by
1212 amending Subsection (e) and adding Subsection (k) to read as
1313 follows:
1414 (e) In determining what baccalaureate degree programs are
1515 to be offered, the coordinating board shall:
1616 (1) apply the same criteria and standards the
1717 coordinating board uses to approve baccalaureate degree programs at
1818 general academic teaching institutions; and
1919 (2) consider the following factors:
2020 (A) [(1)] the need for the degree programs in the
2121 region served by the junior college;
2222 (B) [(2)] how those degree programs would
2323 complement the other programs and course offerings of the junior
2424 college;
2525 (C) [(3)] whether those degree programs would
2626 unnecessarily duplicate the degree programs offered by other
2727 institutions of higher education; and
2828 (D) [(4)] the ability of the junior college to
2929 support the program and the adequacy of the junior college's
3030 facilities, faculty, administration, libraries, and other
3131 resources.
3232 (k) In this section, "general academic teaching
3333 institution" has the meaning assigned by Section 61.003.
3434 SECTION 2. This Act takes effect immediately if it receives
3535 a vote of two-thirds of all the members elected to each house, as
3636 provided by Section 39, Article III, Texas Constitution. If this
3737 Act does not receive the vote necessary for immediate effect, this
3838 Act takes effect September 1, 2015.
