| 7 | 7 | | relating to the approval by the Texas Higher Education Coordinating |

| 8 | 8 | | Board of baccalaureate degree programs offered by public junior |
|---|
| 9 | 9 | | colleges. |
|---|
| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 11 | 11 | | SECTION 1. Section 130.0012, Education Code, is amended by |
|---|
| 12 | 12 | | amending Subsection (e) and adding Subsection (k) to read as |
|---|
| 13 | 13 | | follows: |
|---|
| 14 | 14 | | (e) In determining what baccalaureate degree programs are |
|---|
| 15 | 15 | | to be offered, the coordinating board shall: |
|---|
| 16 | 16 | | (1) apply the same criteria and standards the |
|---|
| 17 | 17 | | coordinating board uses to approve baccalaureate degree programs at |
|---|
| 18 | 18 | | general academic teaching institutions; and |
|---|
| 19 | 19 | | (2) consider the following factors: |
|---|
| 20 | 20 | | (A) [(1)] the need for the degree programs in the |
|---|
| 21 | 21 | | region served by the junior college; |
|---|
| 22 | 22 | | (B) [(2)] how those degree programs would |
|---|
| 23 | 23 | | complement the other programs and course offerings of the junior |
|---|
| 24 | 24 | | college; |
|---|
| 25 | 25 | | (C) [(3)] whether those degree programs would |
|---|
| 26 | 26 | | unnecessarily duplicate the degree programs offered by other |
|---|
| 27 | 27 | | institutions of higher education; and |
|---|
| 28 | 28 | | (D) [(4)] the ability of the junior college to |
|---|
| 29 | 29 | | support the program and the adequacy of the junior college's |
|---|
| 30 | 30 | | facilities, faculty, administration, libraries, and other |
|---|
| 31 | 31 | | resources. |
|---|
| 32 | 32 | | (k) In this section, "general academic teaching |
|---|
| 33 | 33 | | institution" has the meaning assigned by Section 61.003. |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 35 | 35 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 36 | 36 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 37 | 37 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 38 | 38 | | Act takes effect September 1, 2015. |
|---|
