88 AN ACT
99 relating to the creation of a chief innovation officer position for
1010 the Legislative Budget Board.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 322, Government Code, is amended by
1313 adding Section 322.006 to read as follows:
1414 Sec. 322.006. CHIEF INNOVATION OFFICER. (a) The director
1515 shall appoint a chief innovation officer.
1616 (b) The chief innovation officer shall:
1717 (1) develop procedures and processes to improve
1818 internal state government efficiency and performance;
1919 (2) develop methods to improve the experience of
2020 residents, businesses, and local governments in their interactions
2121 with state government;
2222 (3) examine inefficiencies in state government
2323 procurement and improve procurement practices;
2424 (4) in cooperation with the Department of Information
2525 Resources, increase the use of technology by state agencies to
2626 improve services provided by the agencies and to reduce state
2727 expenses and inefficiencies;
2828 (5) provide state agency personnel with training in
2929 skills that support innovation;
3030 (6) provide state agency managers with training to
3131 support innovation and encourage creative thinking; and
3232 (7) develop and apply measures to document
3333 improvements in state government innovation and in employee skills
3434 that support innovation.
3535 (c) In performing the duties required under Subsection (b),
3636 the chief innovation officer must:
3737 (1) use strategic innovation;
3838 (2) promote open innovation;
3939 (3) introduce and use group tools and processes that
4040 encourage creative thinking; and
4141 (4) conduct market research to determine the best
4242 practices for increasing innovation and implement those best
4343 practices.
4444 SECTION 2. As soon as practicable after the effective date
4545 of this Act, the director of the Legislative Budget Board shall
4646 appoint a chief innovation officer as required by Section 322.006,
4747 Government Code, as added by this Act.
4848 SECTION 3. This Act takes effect September 1, 2015.
