| 9 | 9 | | relating to the creation of a chief innovation officer position for |

| 10 | 10 | | the Legislative Budget Board. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Chapter 322, Government Code, is amended by |
|---|
| 13 | 13 | | adding Section 322.006 to read as follows: |
|---|
| 14 | 14 | | Sec. 322.006. CHIEF INNOVATION OFFICER. (a) The director |
|---|
| 15 | 15 | | shall appoint a chief innovation officer. |
|---|
| 16 | 16 | | (b) The chief innovation officer shall: |
|---|
| 17 | 17 | | (1) develop procedures and processes to improve |
|---|
| 18 | 18 | | internal state government efficiency and performance; |
|---|
| 19 | 19 | | (2) develop methods to improve the experience of |
|---|
| 20 | 20 | | residents, businesses, and local governments in their interactions |
|---|
| 21 | 21 | | with state government; |
|---|
| 22 | 22 | | (3) examine inefficiencies in state government |
|---|
| 23 | 23 | | procurement and improve procurement practices; |
|---|
| 24 | 24 | | (4) in cooperation with the Department of Information |
|---|
| 25 | 25 | | Resources, increase the use of technology by state agencies to |
|---|
| 26 | 26 | | improve services provided by the agencies and to reduce state |
|---|
| 27 | 27 | | expenses and inefficiencies; |
|---|
| 28 | 28 | | (5) provide state agency personnel with training in |
|---|
| 29 | 29 | | skills that support innovation; |
|---|
| 30 | 30 | | (6) provide state agency managers with training to |
|---|
| 31 | 31 | | support innovation and encourage creative thinking; and |
|---|
| 32 | 32 | | (7) develop and apply measures to document |
|---|
| 33 | 33 | | improvements in state government innovation and in employee skills |
|---|
| 34 | 34 | | that support innovation. |
|---|
| 35 | 35 | | (c) In performing the duties required under Subsection (b), |
|---|
| 36 | 36 | | the chief innovation officer must: |
|---|
| 37 | 37 | | (1) use strategic innovation; |
|---|
| 38 | 38 | | (2) promote open innovation; |
|---|
| 39 | 39 | | (3) introduce and use group tools and processes that |
|---|
| 40 | 40 | | encourage creative thinking; and |
|---|
| 41 | 41 | | (4) conduct market research to determine the best |
|---|
| 42 | 42 | | practices for increasing innovation and implement those best |
|---|
| 43 | 43 | | practices. |
|---|
| 44 | 44 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 45 | 45 | | of this Act, the director of the Legislative Budget Board shall |
|---|
| 46 | 46 | | appoint a chief innovation officer as required by Section 322.006, |
|---|
| 47 | 47 | | Government Code, as added by this Act. |
|---|
| 48 | 48 | | SECTION 3. This Act takes effect September 1, 2015. |
