6 | 6 | | WHEREAS, Among the most urgent issues facing Texas is the |
---|
7 | 7 | | recent prolonged drought, which has caused a number of crop |
---|
8 | 8 | | failures on irrigated land; those occurrences have highlighted the |
---|
9 | 9 | | necessity for policies that promote responsible water usage and |
---|
10 | 10 | | water conservation; and |
---|
11 | 11 | | WHEREAS, The Federal Crop Insurance Corporation, managed by |
---|
12 | 12 | | the Risk Management Agency of the United States Department of |
---|
13 | 13 | | Agriculture, supports the economic stability of agriculture |
---|
14 | 14 | | through its crop insurance program, which assists American farmers |
---|
15 | 15 | | and agricultural entities in managing risk and the threat of |
---|
16 | 16 | | natural disasters; in the event of a crop failure, however, current |
---|
17 | 17 | | FCIC policy requires farmers to demonstrate good faith practices, |
---|
18 | 18 | | which include watering the failed crop, in order to qualify for |
---|
19 | 19 | | insurance benefits; and |
---|
20 | 20 | | WHEREAS, The USDA could further help sustain the agricultural |
---|
21 | 21 | | industry and our precious water resources by developing provisions |
---|
22 | 22 | | that encourage water conservation when crop failures occur; now, |
---|
23 | 23 | | therefore, be it |
---|
24 | 24 | | RESOLVED, That the 84th Legislature of the State of Texas |
---|
25 | 25 | | hereby respectfully urge the United States Congress to encourage |
---|
26 | 26 | | the U.S. Department of Agriculture to revise existing policies that |
---|
27 | 27 | | promote the waste of water after an irrigated crop has been declared |
---|
28 | 28 | | a failure; and, be it further |
---|
29 | 29 | | RESOLVED, That the Texas secretary of state forward official |
---|
30 | 30 | | copies of this resolution to the president of the United States, to |
---|
31 | 31 | | the secretary of agriculture, to the president of the Senate and the |
---|
32 | 32 | | speaker of the House of Representatives of the Congress of the |
---|
33 | 33 | | United States, to the chair of the House Committee on Agriculture |
---|
34 | 34 | | and the chair of the Senate Committee on Agriculture, Nutrition, |
---|
35 | 35 | | and Forestry, and to all members of the Texas delegation to Congress |
---|
36 | 36 | | with the request that this resolution be officially entered in the |
---|
37 | 37 | | Congressional Record as a memorial to the Congress of the United |
---|
38 | 38 | | States of America. |
