55 CONCURRENT RESOLUTION
66 WHEREAS, Among the most urgent issues facing Texas is the
77 recent prolonged drought, which has caused a number of crop
88 failures on irrigated land; those occurrences have highlighted the
99 necessity for policies that promote responsible water usage and
1010 water conservation; and
1111 WHEREAS, The Federal Crop Insurance Corporation, managed by
1212 the Risk Management Agency of the United States Department of
1313 Agriculture, supports the economic stability of agriculture
1414 through its crop insurance program, which assists American farmers
1515 and agricultural entities in managing risk and the threat of
1616 natural disasters; in the event of a crop failure, however, current
1717 FCIC policy requires farmers to demonstrate good faith practices,
1818 which include watering the failed crop, in order to qualify for
1919 insurance benefits; and
2020 WHEREAS, The USDA could further help sustain the agricultural
2121 industry and our precious water resources by developing provisions
2222 that encourage water conservation when crop failures occur; now,
2323 therefore, be it
2424 RESOLVED, That the 84th Legislature of the State of Texas
2525 hereby respectfully urge the United States Congress to encourage
2626 the U.S. Department of Agriculture to revise existing policies that
2727 promote the waste of water after an irrigated crop has been declared
2828 a failure; and, be it further
2929 RESOLVED, That the Texas secretary of state forward official
3030 copies of this resolution to the president of the United States, to
3131 the secretary of agriculture, to the president of the Senate and the
3232 speaker of the House of Representatives of the Congress of the
3333 United States, to the chair of the House Committee on Agriculture
3434 and the chair of the Senate Committee on Agriculture, Nutrition,
3535 and Forestry, and to all members of the Texas delegation to Congress
3636 with the request that this resolution be officially entered in the
3737 Congressional Record as a memorial to the Congress of the United
3838 States of America.
