| 10 | 5 | | WHEREAS, The framers of the Constitution established the |
|---|
| 11 | 6 | | United States as a representative democracy that relies on civic |
|---|
| 12 | 7 | | engagement; and |
|---|
| 13 | 8 | | WHEREAS, A fundamental element of effective democracy is the |
|---|
| 14 | 9 | | principle that all eligible citizens should participate in fair and |
|---|
| 15 | 10 | | open elections; however, the Rio Grande Valley has historically low |
|---|
| 16 | 11 | | voter turnout; and |
|---|
| 17 | 12 | | WHEREAS, Rio Grande Valley residents increased their |
|---|
| 18 | 13 | | registration rates by 72 percent between 2010 and 2014; |
|---|
| 19 | 14 | | nevertheless, only about 24 percent of registered voters cast a |
|---|
| 20 | 15 | | ballot in the 2014 mid-term election; and |
|---|
| 21 | 16 | | WHEREAS, In order to reach those who have not fully embraced |
|---|
| 22 | 17 | | their rights and responsibilities as citizens, the community must |
|---|
| 23 | 18 | | expand opportunities for voter education and nonpartisan voter |
|---|
| 24 | 19 | | registration; vital contributions in this regard can be made by |
|---|
| 25 | 20 | | grassroots organizations, by the media, by educational, cultural, |
|---|
| 26 | 21 | | and religious institutions, and by other entities in both the |
|---|
| 27 | 22 | | public and private sector; and |
|---|
| 28 | 23 | | WHEREAS, Across the Rio Grande Valley, there is an urgent |
|---|
| 29 | 24 | | need to increase participation in the electoral process; now, |
|---|
| 30 | 25 | | therefore, be it |
|---|
| 31 | 26 | | RESOLVED, That the 84th Legislature of the State of Texas |
|---|
| 32 | 27 | | hereby designate September as Valley Voter Awareness Month; and, be |
|---|

| 34 | 29 | | RESOLVED, That, in accordance with the provisions of Section |

|---|
