55 CONCURRENT RESOLUTION
66 WHEREAS, The population of Texas is projected to double by
77 the year 2050, fueled primarily by growth in urban areas, and this
88 population growth is an important component of the state's
99 prosperity; and
1010 WHEREAS, Among the important contributors to the economic
1111 vibrancy of the state are the 15 military installations with their
1212 255,000 uniformed and civilian employees, which annually generate
1313 nearly $150 billion in economic impact; and
1414 WHEREAS, Texas prides itself on strong property rights
1515 protections; and
1616 WHEREAS, We must plan for future population growth and
1717 protect our military installations by balancing property rights
1818 with development techniques and laws that accommodate local
1919 television and radio broadcasters and ensure their broadcast and
2020 transmissions, including emergency communications, are not
2121 impeded; and
2222 WHEREAS, The State of Texas must develop meaningful laws that
2323 protect the health, safety, and welfare of its citizens and its
2424 lands; now, therefore, be it
2525 RESOLVED, That the 84th Legislature of the State of Texas
2626 hereby request the lieutenant governor and the speaker of the house
2727 of representatives to create a joint interim committee to study
2828 compatible land use and regulatory standards for renewable energy
2929 development and to examine the authority available to local
3030 governments to ensure a proper balance; and, be it further
3131 RESOLVED, That the committee's proceedings and operations be
3232 governed by such general rules and policies for joint interim
3333 committees as the 84th Legislature may adopt.
