6 | 6 | | WHEREAS, The population of Texas is projected to double by |
---|
7 | 7 | | the year 2050, fueled primarily by growth in urban areas, and this |
---|
8 | 8 | | population growth is an important component of the state's |
---|
9 | 9 | | prosperity; and |
---|
10 | 10 | | WHEREAS, Among the important contributors to the economic |
---|
11 | 11 | | vibrancy of the state are the 15 military installations with their |
---|
12 | 12 | | 255,000 uniformed and civilian employees, which annually generate |
---|
13 | 13 | | nearly $150 billion in economic impact; and |
---|
14 | 14 | | WHEREAS, Texas prides itself on strong property rights |
---|
15 | 15 | | protections; and |
---|
16 | 16 | | WHEREAS, We must plan for future population growth and |
---|
17 | 17 | | protect our military installations by balancing property rights |
---|
18 | 18 | | with development techniques and laws that accommodate local |
---|
19 | 19 | | television and radio broadcasters and ensure their broadcast and |
---|
20 | 20 | | transmissions, including emergency communications, are not |
---|
21 | 21 | | impeded; and |
---|
22 | 22 | | WHEREAS, The State of Texas must develop meaningful laws that |
---|
23 | 23 | | protect the health, safety, and welfare of its citizens and its |
---|
24 | 24 | | lands; now, therefore, be it |
---|
25 | 25 | | RESOLVED, That the 84th Legislature of the State of Texas |
---|
26 | 26 | | hereby request the lieutenant governor and the speaker of the house |
---|
27 | 27 | | of representatives to create a joint interim committee to study |
---|
28 | 28 | | compatible land use and regulatory standards for renewable energy |
---|
29 | 29 | | development and to examine the authority available to local |
---|
30 | 30 | | governments to ensure a proper balance; and, be it further |
---|
31 | 31 | | RESOLVED, That the committee's proceedings and operations be |
---|
32 | 32 | | governed by such general rules and policies for joint interim |
---|
33 | 33 | | committees as the 84th Legislature may adopt. |
