55 CONCURRENT RESOLUTION
66 WHEREAS, The Gulf Coast plays a vital role in the Texas
77 economy, and the oyster ranks among the most valuable resources of
88 the region as a popular food and as the mainstay of an important
99 harvesting and processing industry; and
1010 WHEREAS, Texas coastal waters and bays face continual, often
1111 harsh challenges, which can negatively impact the viability of the
1212 oysters there; these challenges include natural phenomena such as
1313 drought, storms, disease, and algae blooms, as well as man-made
1414 destruction caused by oil spills and other incidents; now,
1515 therefore, be it
1616 RESOLVED, That the 84th Legislature of the State of Texas
1717 hereby request that the lieutenant governor and the speaker of the
1818 house of representatives create a joint interim committee to study
1919 oyster resource management in Texas waterways, including the
2020 growing, transplanting, and harvesting of oysters; and, be it
2121 further
2222 RESOLVED, That the study specifically develop
2323 recommendations to better protect, develop, and propagate oysters
2424 in order to support and enhance the oyster industry; and, be it
2525 further
2626 RESOLVED, That the joint interim committee be composed of
2727 five members of the Texas Senate, three of whom represent districts
2828 adjacent to oyster-producing bay systems, and five members of the
2929 Texas House of Representatives, three of whom represent districts
3030 adjacent to oyster-producing bay systems; and, be it further
3131 RESOLVED, That the chair or co-chairs of the committee be
3232 chosen from among the members representing districts with
3333 significant oyster production; and, be it further
3434 RESOLVED, That the committee submit a full report, including
3535 findings and recommendations, to the 85th Texas Legislature in
3636 January 2017; and, be it further
3737 RESOLVED, That the committee's proceedings and operations be
3838 governed by such general rules and policies for interim committees
3939 as the 84th Texas Legislature may adopt.
