| 6 | 6 | | WHEREAS, The Gulf Coast plays a vital role in the Texas |
|---|
| 7 | 7 | | economy, and the oyster ranks among the most valuable resources of |
|---|
| 8 | 8 | | the region as a popular food and as the mainstay of an important |
|---|
| 9 | 9 | | harvesting and processing industry; and |
|---|
| 10 | 10 | | WHEREAS, Texas coastal waters and bays face continual, often |
|---|
| 11 | 11 | | harsh challenges, which can negatively impact the viability of the |
|---|
| 12 | 12 | | oysters there; these challenges include natural phenomena such as |
|---|
| 13 | 13 | | drought, storms, disease, and algae blooms, as well as man-made |
|---|
| 14 | 14 | | destruction caused by oil spills and other incidents; now, |
|---|
| 15 | 15 | | therefore, be it |
|---|
| 16 | 16 | | RESOLVED, That the 84th Legislature of the State of Texas |
|---|
| 17 | 17 | | hereby request that the lieutenant governor and the speaker of the |
|---|
| 18 | 18 | | house of representatives create a joint interim committee to study |
|---|
| 19 | 19 | | oyster resource management in Texas waterways, including the |
|---|
| 20 | 20 | | growing, transplanting, and harvesting of oysters; and, be it |
|---|
| 21 | 21 | | further |
|---|
| 22 | 22 | | RESOLVED, That the study specifically develop |
|---|
| 23 | 23 | | recommendations to better protect, develop, and propagate oysters |
|---|
| 24 | 24 | | in order to support and enhance the oyster industry; and, be it |
|---|
| 25 | 25 | | further |
|---|
| 26 | 26 | | RESOLVED, That the joint interim committee be composed of |
|---|
| 27 | 27 | | five members of the Texas Senate, three of whom represent districts |
|---|
| 28 | 28 | | adjacent to oyster-producing bay systems, and five members of the |
|---|
| 29 | 29 | | Texas House of Representatives, three of whom represent districts |
|---|
| 30 | 30 | | adjacent to oyster-producing bay systems; and, be it further |
|---|
| 31 | 31 | | RESOLVED, That the chair or co-chairs of the committee be |
|---|
| 32 | 32 | | chosen from among the members representing districts with |
|---|
| 33 | 33 | | significant oyster production; and, be it further |
|---|
| 34 | 34 | | RESOLVED, That the committee submit a full report, including |
|---|
| 35 | 35 | | findings and recommendations, to the 85th Texas Legislature in |
|---|
| 36 | 36 | | January 2017; and, be it further |
|---|
| 37 | 37 | | RESOLVED, That the committee's proceedings and operations be |
|---|
| 38 | 38 | | governed by such general rules and policies for interim committees |
|---|
| 39 | 39 | | as the 84th Texas Legislature may adopt. |
