66 CONCURRENT RESOLUTION
77 WHEREAS, The display of the flag of the Socialist Republic of
88 Vietnam on government property across Texas has caused great
99 distress to many members of the Vietnamese American community; and
1010 WHEREAS, This flag, which features a yellow star on a red
1111 background, was first adopted by the Indochinese Communist Party in
1212 the mid-20th century; it represents a source of anguish to
1313 countless people who fled to the United States as a welcoming haven
1414 of liberty and tolerance; to these esteemed citizens, the display
1515 of this flag is interpreted as a lack of respect for their historic
1616 struggles; and
1717 WHEREAS, In contrast, the Freedom and Heritage Flag
1818 symbolizes both the Vietnamese cultural heritage and a deeply
1919 rooted resilience and yearning for democracy; this flag, which
2020 bears three red stripes on a background of golden yellow, was flown
2121 for the first time at a ceremony marking the official recognition by
2222 France of Vietnamese unity and independence; and
2323 WHEREAS, City, county, and state governments and other
2424 entities, such as airports and colleges and universities, can
2525 express their respect for Vietnamese American culture and their
2626 support for the ideals of liberty and democracy by replacing the
2727 flag of the Socialist Republic of Vietnam with the Freedom and
2828 Heritage Flag; now, therefore, be it
2929 RESOLVED, That the 84th Legislature of the State of Texas
3030 hereby urge city, county, and state governmental entities to cease
3131 displaying the flag of the Socialist Republic of Vietnam and to
3232 instead fly the Freedom and Heritage Flag that has been embraced by
3333 the Vietnamese American community.
