94 HOUSE CONCURRENT RESOLUTION
105 WHEREAS, Lorenzo de Zavala played an integral role in the
116 history of the Lone Star State, and the placement of a statue of him
127 on the grounds of the state building that bears his name would be a
138 fitting commemoration of his outstanding legacy; and
149 WHEREAS, Born in Tecoh, near Mérida, Yucatán, on October 3,
1510 1788, Lorenzo de Zavala was a lifelong advocate of democratic
1611 ideals; he founded several newspapers and went on to serve as an
1712 official in the Mexican government before becoming a supporter of
1813 Texas independence and the first vice president of the Republic of
1914 Texas; and
2015 WHEREAS, He entered Mexican politics in 1812, and in 1821 he
2116 became a deputy to the Spanish Cortes in Madrid; a leader of the
2217 Federalist Party, Zavala served in the First and Second Mexican
2318 Constituent Congresses and in the Mexican Senate, and he aided in
2419 drafting Mexico's Constitution, but his political views led to his
2520 exile in 1830; he returned to Mexico in 1832, became governor of the
2621 state of Mexico, and then was appointed head of the Mexican legation
2722 in Paris; on learning a short time later that Santa Anna had assumed
2823 dictatorial powers in Mexico, he resigned his position and left
2924 Europe; and
3025 WHEREAS, Zavala moved to Texas in July 1835 and soon emerged
3126 as a leader in the Texas fight for independence from Mexico; he
3227 served as a delegate from Harrisburg at the Consultation at San
3328 Felipe in November 1835 and at the Convention at
3429 Washington-on-the-Brazos in March 1836, when he signed the Texas
3530 Declaration of Independence, helped to draft the new Texas
3631 Constitution, and was unanimously elected as vice president of the
3732 Republic of Texas; and
3833 WHEREAS, Lorenzo de Zavala was a crucial figure in guiding
3934 the fortunes of Texas at a critical juncture in its history, and in
4035 recognition of his lasting contributions, Zavala County and the
4136 Texas State Library and Archives Commission building were named in
4237 his honor; because his life carries a particular resonance for all
4338 who care about the heritage of the Lone Star State, however, placing
4439 his statue on the grounds of the state library would allow current
4540 and future generations to more fully appreciate his achievements;
4641 now, therefore, be it
4742 RESOLVED, That the 84th Legislature of the State of Texas
4843 hereby express support for the placement of a monument to Lorenzo de
4944 Zavala on the grounds of the Texas State Library and Archives
5045 Commission building; and, be it further
5146 RESOLVED, That the 84th Texas Legislature direct the Texas
5247 Facilities Commission to seek approval from the Texas Historical
5348 Commission regarding the form, dimensions, and substance of, and
5449 inscriptions or illustrations on, a monument to Lorenzo de Zavala
5550 and to permit the placement of the monument on the grounds of the
5651 Lorenzo de Zavala State Archives and Library Building; and, be it
5752 further
5853 RESOLVED, That the Texas secretary of state forward an
5954 official copy of this resolution to the executive directors of the
6055 Texas Facilities Commission and the Texas Historical Commission and
6156 to the director and librarian of the Texas State Library and
6257 Archives Commission.
