13 | 8 | | fitting commemoration of his outstanding legacy; and |

14 | 9 | | WHEREAS, Born in Tecoh, near Mérida, Yucatán, on October 3, |
---|
15 | 10 | | 1788, Lorenzo de Zavala was a lifelong advocate of democratic |
---|
16 | 11 | | ideals; he founded several newspapers and went on to serve as an |
---|
17 | 12 | | official in the Mexican government before becoming a supporter of |
---|
18 | 13 | | Texas independence and the first vice president of the Republic of |
---|
19 | 14 | | Texas; and |
---|
20 | 15 | | WHEREAS, He entered Mexican politics in 1812, and in 1821 he |
---|
21 | 16 | | became a deputy to the Spanish Cortes in Madrid; a leader of the |
---|
22 | 17 | | Federalist Party, Zavala served in the First and Second Mexican |
---|
23 | 18 | | Constituent Congresses and in the Mexican Senate, and he aided in |
---|
24 | 19 | | drafting Mexico's Constitution, but his political views led to his |
---|
25 | 20 | | exile in 1830; he returned to Mexico in 1832, became governor of the |
---|
26 | 21 | | state of Mexico, and then was appointed head of the Mexican legation |
---|
27 | 22 | | in Paris; on learning a short time later that Santa Anna had assumed |
---|
28 | 23 | | dictatorial powers in Mexico, he resigned his position and left |
---|

30 | 25 | | WHEREAS, Zavala moved to Texas in July 1835 and soon emerged |

31 | 26 | | as a leader in the Texas fight for independence from Mexico; he |

32 | 27 | | served as a delegate from Harrisburg at the Consultation at San |

33 | 28 | | Felipe in November 1835 and at the Convention at |

34 | 29 | | Washington-on-the-Brazos in March 1836, when he signed the Texas |

35 | 30 | | Declaration of Independence, helped to draft the new Texas |

36 | 31 | | Constitution, and was unanimously elected as vice president of the |

38 | 33 | | WHEREAS, Lorenzo de Zavala was a crucial figure in guiding |

39 | 34 | | the fortunes of Texas at a critical juncture in its history, and in |

40 | 35 | | recognition of his lasting contributions, Zavala County and the |

41 | 36 | | Texas State Library and Archives Commission building were named in |

42 | 37 | | his honor; because his life carries a particular resonance for all |

43 | 38 | | who care about the heritage of the Lone Star State, however, placing |

44 | 39 | | his statue on the grounds of the state library would allow current |
---|
45 | 40 | | and future generations to more fully appreciate his achievements; |

47 | 42 | | RESOLVED, That the 84th Legislature of the State of Texas |

48 | 43 | | hereby express support for the placement of a monument to Lorenzo de |

49 | 44 | | Zavala on the grounds of the Texas State Library and Archives |

50 | 45 | | Commission building; and, be it further |

51 | 46 | | RESOLVED, That the 84th Texas Legislature direct the Texas |

52 | 47 | | Facilities Commission to seek approval from the Texas Historical |
---|
53 | 48 | | Commission regarding the form, dimensions, and substance of, and |
---|
54 | 49 | | inscriptions or illustrations on, a monument to Lorenzo de Zavala |
---|
55 | 50 | | and to permit the placement of the monument on the grounds of the |
---|
56 | 51 | | Lorenzo de Zavala State Archives and Library Building; and, be it |
