| 9 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 19, Article I, Texas Constitution, is |
|---|
| 11 | 11 | | amended to read as follows: |
|---|
| 12 | 12 | | Sec. 19. (a) No citizen of this State shall be deprived of |
|---|
| 13 | 13 | | life, liberty, property, privileges or immunities, or in any manner |
|---|
| 14 | 14 | | disfranchised, except by the due course of the law of the land. |
|---|
| 15 | 15 | | (b) The protections of this section with regard to the right |
|---|
| 16 | 16 | | to life apply to an unborn child. To the fullest extent authorized |
|---|
| 17 | 17 | | under federal constitutional law as interpreted by the United |
|---|
| 18 | 18 | | States Supreme Court, abortion is prohibited in this state. |
|---|
| 19 | 19 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 20 | 20 | | submitted to the voters at an election to be held November 3, 2015. |
|---|
| 21 | 21 | | The ballot shall be printed to provide for voting for or against the |
|---|
| 22 | 22 | | proposition: "The constitutional amendment guaranteeing the right |
|---|
| 23 | 23 | | to life of unborn children and, to the fullest extent authorized |
|---|
| 24 | 24 | | under federal constitutional law as interpreted by the United |
|---|
| 25 | 25 | | States Supreme Court, prohibiting abortion." |
