| 9 | 9 | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 49-g(m), Article III, Texas | |
| 11 | 11 | Constitution, is amended to read as follows: | |
| 12 | 12 | (m) In addition to the appropriation authority provided by | |
| 13 | 13 | Subsections (k) and (l) of this section, the legislature may, by a | |
| 14 | 14 | two-thirds vote of the members present in each house, appropriate | |
| 15 | 15 | amounts from the economic stabilization fund to: | |
| 16 | 16 | (1) retire state debt; | |
| 17 | 17 | (2) pay costs associated with a state of disaster | |
| 18 | 18 | declared by the governor; or | |
| 19 | 19 | (3) pay nonrecurring costs of infrastructure projects | |
| 20 | 20 | [at any time and for any purpose]. | |
| 21 | 21 | SECTION 2. This proposed constitutional amendment shall be | |
| 22 | 22 | submitted to the voters at an election to be held November 3, 2015. | |
| 23 | 23 | The ballot shall be printed to permit voting for or against the | |
| 24 | 24 | proposition: "The constitutional amendment relating to limiting | |
| 25 | 25 | the permissible uses of money appropriated from the economic | |
| 26 | 26 | stabilization fund." |
