| 5 | 6 | | WHEREAS, After 33 years of distinguished service with the |

| 6 | 7 | | City of Gatesville, Luis Lobo retired from his position as |

| 7 | 8 | | assistant city manager in December 2014, and the conclusion of his |
|---|
| 8 | 9 | | outstanding career provides a fitting opportunity to reflect on the |
|---|
| 9 | 10 | | contributions of this esteemed professional; and |
|---|
| 10 | 11 | | WHEREAS, Mr. Lobo graduated from Laredo Martin High School in |
|---|
| 11 | 12 | | 1971 and went on to attend Sul Ross State University; he worked as |
|---|
| 12 | 13 | | an intern for the City of Alpine before returning to Sul Ross to |
|---|
| 13 | 14 | | pursue a master's degree in public administration; and |
|---|
| 14 | 15 | | WHEREAS, Hired by the City of Gatesville as a grant writer in |
|---|
| 15 | 16 | | 1981 and subsequently promoted to assistant city manager, Mr. Lobo |
|---|
| 16 | 17 | | helped to secure funds for a number of municipal projects, many of |
|---|
| 17 | 18 | | them relating to water and wastewater; the development of the |
|---|
| 18 | 19 | | city's water infrastructure, in which he played such a vital role, |
|---|
| 19 | 20 | | has been crucial to the growth that Gatesville has experienced over |
|---|
| 20 | 21 | | the past several decades; Mr. Lobo was also instrumental in |
|---|
| 21 | 22 | | bringing to fruition a range of other projects, as well as in |
|---|
| 22 | 23 | | balancing the city budget; during his time with the City of |
|---|
| 23 | 24 | | Gatesville, he worked with 3 city managers, 8 mayors, 62 council |
|---|
| 24 | 25 | | members, and hundreds of city employees, and he also served as |
|---|
| 25 | 26 | | interim city manager on two separate occasions; and |
|---|
| 26 | 27 | | WHEREAS, In retirement, Mr. Lobo looks forward to spending |
|---|
| 27 | 28 | | more time with his wife, Dolores, and hopes to write a book about |
|---|
| 28 | 29 | | the city, in addition to doing some teaching; and |
|---|
| 29 | 30 | | WHEREAS, Luis Lobo's dedication to his work and his |
|---|
| 30 | 31 | | commitment to excellence have greatly benefited the citizens of |
|---|
| 31 | 32 | | Gatesville, and he may reflect with pride on his many achievements |
|---|
| 32 | 33 | | as he embarks on the next exciting chapter of his life; now, |

| 34 | 35 | | RESOLVED, That the House of Representatives of the 84th Texas |
