6 | 6 | | WHEREAS, Expediting liquefied natural gas exports will spur |
---|
7 | 7 | | the advancement of a vital industry that promotes the prosperity |
---|
8 | 8 | | and security of our state and nation; and |
---|
9 | 9 | | WHEREAS, Improved technologies and abundant resources have |
---|
10 | 10 | | allowed America to overtake Saudi Arabia and Russia as the world's |
---|
11 | 11 | | leading natural gas producer; however, while the combination of |
---|
12 | 12 | | hydraulic fracturing and horizontal drilling provides access to |
---|
13 | 13 | | enough domestic natural gas to last for at least a century, efforts |
---|
14 | 14 | | to export the fuel are hampered by an antiquated and expensive |
---|
15 | 15 | | permitting approval process that can take three years or longer; |
---|
16 | 16 | | and |
---|
17 | 17 | | WHEREAS, Today, Russia is the largest source of natural gas |
---|
18 | 18 | | for Ukraine and most of our European allies, and the Russian |
---|
19 | 19 | | president, Vladimir Putin, has become increasingly aggressive in |
---|
20 | 20 | | his drive to increase his nation's share of the Asian market; in |
---|
21 | 21 | | response to these issues and to Russian military escalation in |
---|
22 | 22 | | Ukraine, calls have been made for the United States to streamline |
---|
23 | 23 | | the approval process for LNG export project applications; and |
---|
24 | 24 | | WHEREAS, By eliminating red tape in the U.S. Department of |
---|
25 | 25 | | Energy, the United States can offer greater energy security to its |
---|
26 | 26 | | allies and weaken Russia's position on the world stage; moreover, |
---|
27 | 27 | | Japan and Europe are among the most lucrative LNG markets, and |
---|
28 | 28 | | helping to meet their energy needs will strengthen existing |
---|
29 | 29 | | relationships while boosting our economy, creating high-paying |
---|
30 | 30 | | jobs, and encouraging more drilling and construction of LNG export |
---|
31 | 31 | | infrastructure in the United States, thereby further promoting |
---|
32 | 32 | | economic growth; and |
---|
33 | 33 | | WHEREAS, American innovation in the energy industry has |
---|
34 | 34 | | already led to tremendous job and revenue growth, but the nation has |
---|
35 | 35 | | not yet taken full advantage of the potential of its natural |
---|
36 | 36 | | resources and advanced technology; by bringing the LNG permitting |
---|
37 | 37 | | process into the 21st century, the United States will realize |
---|
38 | 38 | | tremendous economic and geopolitical gains; now, therefore, be it |
---|
39 | 39 | | RESOLVED, That the House of Representatives of the 84th Texas |
---|
40 | 40 | | Legislature hereby respectfully urge the United States Congress to |
---|
41 | 41 | | expedite the permitting process for the export of liquefied natural |
---|
42 | 42 | | gas; and, be it further |
---|
43 | 43 | | RESOLVED, That the chief clerk of the Texas House of |
---|
44 | 44 | | Representatives forward official copies of this resolution to the |
---|
45 | 45 | | president of the United States, to the U.S. secretary of commerce, |
---|
46 | 46 | | to the U.S. secretary of energy, to the president of the Senate and |
---|
47 | 47 | | the speaker of the House of Representatives of the United States |
---|
48 | 48 | | Congress, and to all the members of the Texas delegation to Congress |
---|
49 | 49 | | with the request that this resolution be entered in the |
---|
50 | 50 | | Congressional Record as a memorial to the Congress of the United |
---|
51 | 51 | | States of America. |
