55 R E S O L U T I O N
66 WHEREAS, Expediting liquefied natural gas exports will spur
77 the advancement of a vital industry that promotes the prosperity
88 and security of our state and nation; and
99 WHEREAS, Improved technologies and abundant resources have
1010 allowed America to overtake Saudi Arabia and Russia as the world's
1111 leading natural gas producer; however, while the combination of
1212 hydraulic fracturing and horizontal drilling provides access to
1313 enough domestic natural gas to last for at least a century, efforts
1414 to export the fuel are hampered by an antiquated and expensive
1515 permitting approval process that can take three years or longer;
1616 and
1717 WHEREAS, Today, Russia is the largest source of natural gas
1818 for Ukraine and most of our European allies, and the Russian
1919 president, Vladimir Putin, has become increasingly aggressive in
2020 his drive to increase his nation's share of the Asian market; in
2121 response to these issues and to Russian military escalation in
2222 Ukraine, calls have been made for the United States to streamline
2323 the approval process for LNG export project applications; and
2424 WHEREAS, By eliminating red tape in the U.S. Department of
2525 Energy, the United States can offer greater energy security to its
2626 allies and weaken Russia's position on the world stage; moreover,
2727 Japan and Europe are among the most lucrative LNG markets, and
2828 helping to meet their energy needs will strengthen existing
2929 relationships while boosting our economy, creating high-paying
3030 jobs, and encouraging more drilling and construction of LNG export
3131 infrastructure in the United States, thereby further promoting
3232 economic growth; and
3333 WHEREAS, American innovation in the energy industry has
3434 already led to tremendous job and revenue growth, but the nation has
3535 not yet taken full advantage of the potential of its natural
3636 resources and advanced technology; by bringing the LNG permitting
3737 process into the 21st century, the United States will realize
3838 tremendous economic and geopolitical gains; now, therefore, be it
3939 RESOLVED, That the House of Representatives of the 84th Texas
4040 Legislature hereby respectfully urge the United States Congress to
4141 expedite the permitting process for the export of liquefied natural
4242 gas; and, be it further
4343 RESOLVED, That the chief clerk of the Texas House of
4444 Representatives forward official copies of this resolution to the
4545 president of the United States, to the U.S. secretary of commerce,
4646 to the U.S. secretary of energy, to the president of the Senate and
4747 the speaker of the House of Representatives of the United States
4848 Congress, and to all the members of the Texas delegation to Congress
4949 with the request that this resolution be entered in the
5050 Congressional Record as a memorial to the Congress of the United
5151 States of America.
