R E S O L U T I O N
WHEREAS, Dustin Strelsky of Rockdale demonstrated the
importance of citizen participation in the legislative process
through his advocacy for subrogation reform during the 83rd Texas
Legislative Session; and
WHEREAS, A senior at Rockdale High School, Mr. Strelsky was
involved in a serious automobile accident in 2010 that left him, at
age 12, a paraplegic; over the course of the next few years, he and
his family were denied access to a portion of settlement proceeds by
their own health plan, thereby sparking his interest in subrogation
reform; and
WHEREAS, This determined young man attended both house and
senate hearings on House Bill 1869 during the 83rd Texas
Legislative Session, although it could not help him personally, and
his knowledge of the issues was evident in the passionate testimony
he offered in support of the legislation; thanks in part to his
efforts, the bill was passed by the legislature and sent to Governor
Rick Perry for his signature; Mr. Strelsky wrote a compelling
letter to the governor in support of the bill, and it was signed on
May 25, 2013; and
WHEREAS, Mr. Strelsky had already earned the deep admiration
of innumerable people through his perseverance in the wake of a
life-changing accident, which left him with severe internal
injuries and multiple facial fractures, including a skull fracture
and a broken jaw, as well as with paraplegia; unencumbered by
bitterness, he began raising money for hospitals as soon as he
could, and he was named Kids Wish Network Hero of the Month by Scott &
White Hospital; he was also selected as an ambassador for Texas in
the Children's Miracle Network Champions program; moreover, he
excels academically and is active in wheelchair sports, including
tennis, basketball, and track; in the inaugural Wheelchair Division
of the UIL Track and Field State Championships in May 2014, he won
two gold medals and a silver medal; and
WHEREAS, Dustin Strelsky's commitment throughout the
legislative process offers an inspiring example of engaged
citizenship, and it is indeed fitting that he be recognized for his
efforts to ensure that families and individuals in similar
circumstances to his own get the help they need, when they need it
the most; now, therefore, be it
RESOLVED, That the House of Representatives of the 84th Texas
Legislature hereby commend Dustin Strelsky for his advocacy during
the 83rd Texas Legislative Session in support of House Bill 1869,
relating to subrogation reform; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Strelsky as an expression of high regard by the
Texas House of Representatives.
