| 5 | 6 | | WHEREAS, Dustin Strelsky of Rockdale demonstrated the |

|---|
| 9 | 10 | | WHEREAS, A senior at Rockdale High School, Mr. Strelsky was |

| 10 | 11 | | involved in a serious automobile accident in 2010 that left him, at |
|---|
| 11 | 12 | | age 12, a paraplegic; over the course of the next few years, he and |
|---|
| 12 | 13 | | his family were denied access to a portion of settlement proceeds by |
|---|
| 13 | 14 | | their own health plan, thereby sparking his interest in subrogation |
|---|
| 14 | 15 | | reform; and |
|---|
| 15 | 16 | | WHEREAS, This determined young man attended both house and |
|---|
| 16 | 17 | | senate hearings on House Bill 1869 during the 83rd Texas |
|---|
| 17 | 18 | | Legislative Session, although it could not help him personally, and |
|---|
| 18 | 19 | | his knowledge of the issues was evident in the passionate testimony |
|---|
| 19 | 20 | | he offered in support of the legislation; thanks in part to his |
|---|
| 20 | 21 | | efforts, the bill was passed by the legislature and sent to Governor |
|---|
| 21 | 22 | | Rick Perry for his signature; Mr. Strelsky wrote a compelling |
|---|
| 22 | 23 | | letter to the governor in support of the bill, and it was signed on |
|---|
| 23 | 24 | | May 25, 2013; and |
|---|
| 24 | 25 | | WHEREAS, Mr. Strelsky had already earned the deep admiration |
|---|
| 25 | 26 | | of innumerable people through his perseverance in the wake of a |
|---|
| 26 | 27 | | life-changing accident, which left him with severe internal |
|---|
| 27 | 28 | | injuries and multiple facial fractures, including a skull fracture |
|---|
| 28 | 29 | | and a broken jaw, as well as with paraplegia; unencumbered by |
|---|
| 29 | 30 | | bitterness, he began raising money for hospitals as soon as he |
|---|
| 30 | 31 | | could, and he was named Kids Wish Network Hero of the Month by Scott & |
|---|
| 31 | 32 | | White Hospital; he was also selected as an ambassador for Texas in |
|---|
| 32 | 33 | | the Children's Miracle Network Champions program; moreover, he |
|---|
| 33 | 34 | | excels academically and is active in wheelchair sports, including |
|---|
| 34 | 35 | | tennis, basketball, and track; in the inaugural Wheelchair Division |
|---|
| 35 | 36 | | of the UIL Track and Field State Championships in May 2014, he won |
|---|
| 36 | 37 | | two gold medals and a silver medal; and |
|---|
| 37 | 38 | | WHEREAS, Dustin Strelsky's commitment throughout the |
|---|
| 38 | 39 | | legislative process offers an inspiring example of engaged |
|---|
| 39 | 40 | | citizenship, and it is indeed fitting that he be recognized for his |
|---|
| 40 | 41 | | efforts to ensure that families and individuals in similar |
|---|
| 41 | 42 | | circumstances to his own get the help they need, when they need it |
