5 | 6 | | WHEREAS, The citizens of Starr County have lost a highly |

6 | 7 | | respected member of the legal community with the passing of Horacio |

7 | 8 | | Paul Guerra III on December 27, 2013, at the age of 81; and |

8 | 9 | | WHEREAS, Born to Horace P. Guerra, Jr., and Rebeca H. Guerra |

9 | 10 | | in Rio Grande City, H. P. Guerra graduated from Rio Grande City High |
---|
10 | 11 | | School in 1950; he answered his nation's call to duty and spent two |
---|
11 | 12 | | years in the U.S. Army during the Korean War, reaching the rank of |
---|
12 | 13 | | lieutenant colonel; he continued his service as a member of the U.S. |
---|
13 | 14 | | Army Reserve for 20 years; after his return to civilian life, Mr. |
---|
14 | 15 | | Guerra attended St. Mary's University and earned his bachelor's and |
---|
15 | 16 | | law degrees in 1955; he later obtained his doctor of jurisprudence |
---|
16 | 17 | | degree in 1966; and |
---|
17 | 18 | | WHEREAS, Admitted to practice before the U.S. Supreme Court |
---|
18 | 19 | | and the U.S. Court of Military Appeals, this distinguished legal |
---|
19 | 20 | | professional held membership in the State Bar of Texas for more than |
---|
20 | 21 | | half a century and spent over three decades practicing law in Rio |
---|
21 | 22 | | Grande City; Mr. Guerra demonstrated a strong work ethic throughout |
---|
22 | 23 | | his time in Rio Grande City, and he often put in long hours while |
---|
23 | 24 | | serving a number of clients on a pro bono basis; moreover, he acted |
---|
24 | 25 | | as legal counsel for the Starr County Appraisal District for |
---|
25 | 26 | | several years; and |

26 | 27 | | WHEREAS, Mr. Guerra was also employed in the banking |
---|
27 | 28 | | industry, and he held various management positions at a number of |
---|
28 | 29 | | financial institutions in Rio Grande City, San Antonio, and |
---|
29 | 30 | | McAllen; in 1970, he was appointed to the Finance Commission of |
---|
30 | 31 | | Texas for a six-year term by Governor Preston Smith; and |
---|
31 | 32 | | WHEREAS, Committed to supporting his hometown, Mr. Guerra |
---|
32 | 33 | | shared his time with numerous worthwhile organizations over the |
---|
33 | 34 | | years; he was a charter member of the local chapter of Rotary |
---|
34 | 35 | | International, a member of El Cid Caravan No. 106 of the |
---|
35 | 36 | | International Order of Alhambra, and a past Grand Knight of the De |
---|
36 | 37 | | Saules Council of the Knights of Columbus No. 2595; in addition, he |
---|
37 | 38 | | served as president of the Rio Grande City Jaycees and as an |
---|
38 | 39 | | honorary member of the Monterrey, Nuevo Leon, Mexico Jaycee Club, |
---|
39 | 40 | | and he further contributed to the U.S. Jaycees as an ambassador to |
---|
40 | 41 | | El Salvador and to Central and South America; he was also a |
---|
41 | 42 | | parishioner at Immaculate Conception Church; and |
---|
42 | 43 | | WHEREAS, In all his endeavors, Mr. Guerra enjoyed the love |
---|
43 | 44 | | and support of his wife, Josie, and the couple were blessed with |
---|
44 | 45 | | three children and eight grandchildren; and |
---|
45 | 46 | | WHEREAS, A man of integrity who believed in working hard and |
---|
46 | 47 | | in treating everyone with respect, H. P. Guerra contributed greatly |
---|
47 | 48 | | to the Rio Grande City community, and he leaves behind a record of |
---|
48 | 49 | | service that his loved ones can remember with pride; now, |
---|
49 | 50 | | therefore, be it |

50 | 51 | | RESOLVED, That the House of Representatives of the 84th Texas |

51 | 52 | | Legislature hereby pay tribute to the life of Horacio Paul Guerra |
