45 R E S O L U T I O N
56 WHEREAS, The citizens of Starr County have lost a highly
67 respected member of the legal community with the passing of Horacio
78 Paul Guerra III on December 27, 2013, at the age of 81; and
89 WHEREAS, Born to Horace P. Guerra, Jr., and Rebeca H. Guerra
910 in Rio Grande City, H. P. Guerra graduated from Rio Grande City High
1011 School in 1950; he answered his nation's call to duty and spent two
1112 years in the U.S. Army during the Korean War, reaching the rank of
1213 lieutenant colonel; he continued his service as a member of the U.S.
1314 Army Reserve for 20 years; after his return to civilian life, Mr.
1415 Guerra attended St. Mary's University and earned his bachelor's and
1516 law degrees in 1955; he later obtained his doctor of jurisprudence
1617 degree in 1966; and
1718 WHEREAS, Admitted to practice before the U.S. Supreme Court
1819 and the U.S. Court of Military Appeals, this distinguished legal
1920 professional held membership in the State Bar of Texas for more than
2021 half a century and spent over three decades practicing law in Rio
2122 Grande City; Mr. Guerra demonstrated a strong work ethic throughout
2223 his time in Rio Grande City, and he often put in long hours while
2324 serving a number of clients on a pro bono basis; moreover, he acted
2425 as legal counsel for the Starr County Appraisal District for
2526 several years; and
2627 WHEREAS, Mr. Guerra was also employed in the banking
2728 industry, and he held various management positions at a number of
2829 financial institutions in Rio Grande City, San Antonio, and
2930 McAllen; in 1970, he was appointed to the Finance Commission of
3031 Texas for a six-year term by Governor Preston Smith; and
3132 WHEREAS, Committed to supporting his hometown, Mr. Guerra
3233 shared his time with numerous worthwhile organizations over the
3334 years; he was a charter member of the local chapter of Rotary
3435 International, a member of El Cid Caravan No. 106 of the
3536 International Order of Alhambra, and a past Grand Knight of the De
3637 Saules Council of the Knights of Columbus No. 2595; in addition, he
3738 served as president of the Rio Grande City Jaycees and as an
3839 honorary member of the Monterrey, Nuevo Leon, Mexico Jaycee Club,
3940 and he further contributed to the U.S. Jaycees as an ambassador to
4041 El Salvador and to Central and South America; he was also a
4142 parishioner at Immaculate Conception Church; and
4243 WHEREAS, In all his endeavors, Mr. Guerra enjoyed the love
4344 and support of his wife, Josie, and the couple were blessed with
4445 three children and eight grandchildren; and
4546 WHEREAS, A man of integrity who believed in working hard and
4647 in treating everyone with respect, H. P. Guerra contributed greatly
4748 to the Rio Grande City community, and he leaves behind a record of
4849 service that his loved ones can remember with pride; now,
4950 therefore, be it
5051 RESOLVED, That the House of Representatives of the 84th Texas
5152 Legislature hereby pay tribute to the life of Horacio Paul Guerra
5253 III and extend sincere sympathy to the members of his family: to his
5354 wife, Josie Guerra; to his children, Horacio P. Guerra IV and his
5455 wife, Monica, Liliana G. Ortega and her husband, Hector, and Jorge
5556 Luis Guerra and his wife, Ximena; to his grandchildren, Anthony,
5657 Justin, and Brandon Ortega and Theresa, Isabel, Mattias, Isabella,
5758 and Horacio Guerra; to his siblings, Hector F. Guerra, Richard L.
5859 Guerra, and Rosa Marie G. Rodriguez; and to his other relatives and
5960 friends; and, be it further
6061 RESOLVED, That an official copy of this resolution be
6162 prepared for his family and that when the Texas House of
6263 Representatives adjourns this day, it do so in memory of Horacio
6364 Paul Guerra III.
