| 5 | 6 | | WHEREAS, Senior Corporal James David Byas of the Dallas |

| 7 | 8 | | Year by the Dallas Police Association, providing a fitting |

| 8 | 9 | | opportunity to pay tribute to this dedicated peace officer; and |

| 9 | 10 | | WHEREAS, J. D. Byas joined the Dallas Police Department in |

| 10 | 11 | | August 1985, and he served with the Northwest Patrol Division |

| 11 | 12 | | before joining the SWAT team; exceptionally skilled in |
|---|
| 12 | 13 | | negotiations, he has earned the respect and admiration of his |
|---|
| 13 | 14 | | fellow officers for his ability to maintain a calm and professional |
|---|
| 14 | 15 | | demeanor in crisis situations; he has been invited by the FBI Dallas |

| 15 | 16 | | Division, the Texas Association of Hostage Negotiators, and other |

| 16 | 17 | | organizations to train law enforcement personnel in all aspects of |

| 17 | 18 | | SWAT operations; he also delivers lectures on crisis negotiations |

| 18 | 19 | | at the DPD Police Academy and is involved in rifle and SWAT |

| 19 | 20 | | training; a mentor to many younger officers, he has demonstrated |

| 20 | 21 | | outstanding initiative and leadership throughout his 30-year |

| 23 | 24 | | WHEREAS, A longtime member of the Dallas Police Association, |

| 26 | 27 | | represents the DPA in officer-related shootings, and he has |
|---|
| 27 | 28 | | volunteered to serve as a liaison between the association and |
|---|

| 29 | 30 | | WHEREAS, The Cops' Cop award is given to those law |

| 30 | 31 | | enforcement professionals who serve with integrity and skill, and |

| 31 | 32 | | Senior Corporal J. D. Byas truly represents Dallas's finest; now, |
