| 5 | 6 | | WHEREAS, Dr. Xavier De La Torre can take well-deserved pride |

| 6 | 7 | | in the outstanding service he has rendered to the residents of his |

| 7 | 8 | | community during his first 10 months as superintendent of the |
|---|
| 8 | 9 | | Ysleta Independent School District; and |
|---|
| 9 | 10 | | WHEREAS, Dr. De La Torre began his outstanding educational |
|---|
| 10 | 11 | | career as a teacher, coach, and principal in California, garnering |
|---|
| 11 | 12 | | awards as coach and teacher of the year, and he went on to serve as |
|---|
| 12 | 13 | | an associate superintendent of human resources for two California |
|---|
| 13 | 14 | | districts; in Texas, he served for three years as superintendent of |
|---|
| 14 | 15 | | Socorro ISD, where he helped the district's schools secure |
|---|
| 15 | 16 | | recognized and exemplary ratings from the Texas Education Agency; |
|---|
| 16 | 17 | | he returned to California to serve as county superintendent of |
|---|
| 17 | 18 | | schools in Santa Clara before becoming the Ysleta ISD |
|---|
| 18 | 19 | | superintendent in March 2014; and |
|---|
| 19 | 20 | | WHEREAS, A graduate of California State University, Chico, |
|---|
| 20 | 21 | | Dr. De La Torre earned his master's degree from the University of |
|---|
| 21 | 22 | | San Francisco and his doctorate from the University of California, |
|---|
| 22 | 23 | | Davis; his dissertation received the Edgar L. Morphet Award from |
|---|
| 23 | 24 | | the National Council of Professors of Educational Administration in |
|---|
| 24 | 25 | | 2005, and he has advocated for biliteracy and bilingualism as |
|---|
| 25 | 26 | | co-chair of the annual National Association of Bilingual Education |
|---|
| 26 | 27 | | conference in San Diego; and |
|---|
| 27 | 28 | | WHEREAS, Through his unwavering commitment to Ysleta ISD |
|---|
| 28 | 29 | | students and staff, Dr. De La Torre has led the way in fostering a |
|---|
| 29 | 30 | | supportive and challenging educational environment, one that gives |
|---|
| 30 | 31 | | students a vision of what they might attain if they strive for |
|---|
| 31 | 32 | | success and that equips them with skills that will help them to |
|---|
| 32 | 33 | | build fulfilling and productive lives; now, therefore, be it |
|---|
| 33 | 34 | | RESOLVED, That the House of Representatives of the 84th Texas |
|---|
| 34 | 35 | | Legislature hereby honor Dr. Xavier De La Torre, superintendent of |
|---|
| 35 | 36 | | the Ysleta Independent School District, for his admirable service |
|---|
| 36 | 37 | | to his fellow citizens and extend to him sincere best wishes for the |

| 37 | 38 | | future; and, be it further |
