No. 1488 R E S O L U T I O N WHEREAS, Carlos Villarreal retired as the city manager of Laredo in January 2015, drawing to a close more than four decades of outstanding service to his community; and WHEREAS, A 1968 graduate of Texas A&M University, Mr. Villarreal served his county as a sergeant in the United States Marine Corps before embarking on his successful career in municipal government; and WHEREAS, Mr. Villarreal was appointed to the position of city manager in 2007, and his leadership throughout the ensuing years was instrumental in the community's growth and progress; he played a vital role in the completion of numerous civic projects, including the construction of new parks, libraries, and water treatment facilities, upgrades to the Laredo Bridge System, improvements to the airport, and the establishment of the nation's only U.S.-Mexican air customs inspection facility; the longest-tenured manager in Laredo's history, he increased the city's fund balance by nearly 100 percent and was able to expand police, emergency, and fire protection personnel while maintaining current levels of property taxes through sound policies and fiscal responsibility; and WHEREAS, Laredo was the named the recipient of both the Distinguished Budget Presentation Award and the Distinguished Accounting Award from the Government Finance Officers Association for each of the eight years Mr. Villarreal was in his post, and he helped the city earn and maintain a strong AA bond rating; and WHEREAS, Through his skill, vision, and sustained commitment to excellence, Carlos Villarreal has made contributions that will benefit area residents for many years to come, and he is indeed deserving of special recognition as he embarks on the next exciting chapter of his life; now, therefore, be it RESOLVED, That the House of Representatives of the 84th Texas Legislature hereby congratulate Carlos Villarreal on his outstanding tenure as city manager of Laredo and extend to him sincere best wishes for a very happy and rewarding retirement; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Villarreal as an expression of high regard by the Texas House of Representatives.
