| 8 | 9 | | WHEREAS, A 1968 graduate of Texas A&M University, |

| 9 | 10 | | Mr. Villarreal served his county as a sergeant in the United States |

| 10 | 11 | | Marine Corps before embarking on his successful career in municipal |

|---|
| 12 | 13 | | WHEREAS, Mr. Villarreal was appointed to the position of city |
|---|
| 13 | 14 | | manager in 2007, and his leadership throughout the ensuing years |
|---|
| 14 | 15 | | was instrumental in the community's growth and progress; he played |
|---|
| 15 | 16 | | a vital role in the completion of numerous civic projects, |
|---|
| 16 | 17 | | including the construction of new parks, libraries, and water |
|---|
| 17 | 18 | | treatment facilities, upgrades to the Laredo Bridge System, |
|---|
| 18 | 19 | | improvements to the airport, and the establishment of the nation's |
|---|
| 19 | 20 | | only U.S.-Mexican air customs inspection facility; the |
|---|
| 20 | 21 | | longest-tenured manager in Laredo's history, he increased the |
|---|
| 21 | 22 | | city's fund balance by nearly 100 percent and was able to expand |
|---|
| 22 | 23 | | police, emergency, and fire protection personnel while maintaining |

| 23 | 24 | | current levels of property taxes through sound policies and fiscal |

| 25 | 26 | | WHEREAS, Laredo was the named the recipient of both the |

| 26 | 27 | | Distinguished Budget Presentation Award and the Distinguished |

| 27 | 28 | | Accounting Award from the Government Finance Officers Association |

| 28 | 29 | | for each of the eight years Mr. Villarreal was in his post, and he |

| 29 | 30 | | helped the city earn and maintain a strong AA bond rating; and |

| 30 | 31 | | WHEREAS, Through his skill, vision, and sustained commitment |

| 31 | 32 | | to excellence, Carlos Villarreal has made contributions that will |

| 32 | 33 | | benefit area residents for many years to come, and he is indeed |

| 33 | 34 | | deserving of special recognition as he embarks on the next exciting |
