| 5 | 6 | | WHEREAS, When the Vietnam War ended with the fall of Saigon in |

| 6 | 7 | | 1975, a large number of Vietnamese refugees, including former |
|---|
| 7 | 8 | | military personnel, government officials, and those who had worked |
|---|
| 8 | 9 | | with the United States during the war, immigrated to surrounding |
|---|
| 9 | 10 | | areas and to America; and |
|---|
| 10 | 11 | | WHEREAS, Throughout the late 1970s to the mid-1980s, |
|---|
| 11 | 12 | | thousands of Vietnamese risked their lives by fleeing Vietnam |
|---|
| 12 | 13 | | aboard small wooden boats; approximately half of these emigrants |
|---|
| 13 | 14 | | perished at sea, but others reached refugee camps in Thailand, |
|---|
| 14 | 15 | | Malaysia, Indonesia, the Philippines, and Hong Kong; and |
|---|
| 15 | 16 | | WHEREAS, Many Vietnamese who came to the United States chose |
|---|
| 16 | 17 | | to settle in the metropolitan areas and coastal regions of Texas; |
|---|
| 17 | 18 | | these first-generation Vietnamese Americans worked hard and |
|---|
| 18 | 19 | | flourished here, and now the state is home to the second largest |
|---|
| 19 | 20 | | Vietnamese population in the United States, with more than 200,000 |
|---|
| 20 | 21 | | residents, nearly half of those living in the |
|---|
| 21 | 22 | | Houston-Sugarland-Baytown area; and |
|---|
| 22 | 23 | | WHEREAS, Vietnamese Americans have fully embraced all of the |
|---|
| 23 | 24 | | democratic principles that the United States offers, including |
|---|
| 24 | 25 | | human rights, religious freedom, freedom of speech, and protection |
|---|
| 25 | 26 | | against threats of aggression; and |
|---|
| 26 | 27 | | WHEREAS, Vietnamese Americans have denied the authority of |
|---|
| 27 | 28 | | the Vietnamese Communist Flag and pushed for governments to |
|---|
| 28 | 29 | | officially recognize the Vietnamese Heritage and Freedom Flag, |
|---|
| 29 | 30 | | which symbolizes both the Vietnamese cultural heritage and a deeply |
|---|
| 30 | 31 | | rooted resilience and yearning for democracy; and |
|---|
| 31 | 32 | | WHEREAS, Vietnamese Americans strongly support education, |
|---|
| 32 | 33 | | and their children are graduating from high schools and higher |
|---|
| 33 | 34 | | education institutions at high rates; and |
|---|
| 34 | 35 | | WHEREAS, The Lone Star State has benefited enormously from |
|---|
| 35 | 36 | | the contributions of its Vietnamese American residents; and |
|---|
| 36 | 37 | | WHEREAS, The Vietnamese American community plays a vital role |
|---|
| 37 | 38 | | in the business, professional, and cultural life not only of the |
|---|
| 38 | 39 | | Lone Star State but also of the country; the number of small |
|---|
| 39 | 40 | | businesses owned by Vietnamese Americans has grown substantially, |
|---|
| 40 | 41 | | and these firms have created more than 166,000 jobs nationwide, |
|---|
| 41 | 42 | | adding billions of dollars to the economy; in addition, Vietnamese |
|---|
| 42 | 43 | | Americans contribute to their communities in a myriad of ways, as |
|---|
| 43 | 44 | | teachers, lawyers, writers, actors, doctors, mayors, judges, and |
|---|
| 44 | 45 | | public servants; among the many Vietnamese Americans who have led |
|---|
| 45 | 46 | | notable careers are astronaut Eugene H. Trinh, former Dallas Cowboy |
|---|
| 46 | 47 | | Dat Nguyen, and scientist Nguyet Anh Duong, who developed the |
|---|
| 47 | 48 | | thermobaric weapon, which has been vital to U.S. military efforts; |
|---|
| 48 | 49 | | and |
|---|
| 49 | 50 | | WHEREAS, For many decades, people of Vietnamese descent have |
|---|
| 50 | 51 | | excelled in our society and economy, enriched our cultural |
|---|
| 51 | 52 | | tapestry, and helped enhance and secure the Lone Star State's |
