45 R E S O L U T I O N
56 WHEREAS, When the Vietnam War ended with the fall of Saigon in
67 1975, a large number of Vietnamese refugees, including former
78 military personnel, government officials, and those who had worked
89 with the United States during the war, immigrated to surrounding
910 areas and to America; and
1011 WHEREAS, Throughout the late 1970s to the mid-1980s,
1112 thousands of Vietnamese risked their lives by fleeing Vietnam
1213 aboard small wooden boats; approximately half of these emigrants
1314 perished at sea, but others reached refugee camps in Thailand,
1415 Malaysia, Indonesia, the Philippines, and Hong Kong; and
1516 WHEREAS, Many Vietnamese who came to the United States chose
1617 to settle in the metropolitan areas and coastal regions of Texas;
1718 these first-generation Vietnamese Americans worked hard and
1819 flourished here, and now the state is home to the second largest
1920 Vietnamese population in the United States, with more than 200,000
2021 residents, nearly half of those living in the
2122 Houston-Sugarland-Baytown area; and
2223 WHEREAS, Vietnamese Americans have fully embraced all of the
2324 democratic principles that the United States offers, including
2425 human rights, religious freedom, freedom of speech, and protection
2526 against threats of aggression; and
2627 WHEREAS, Vietnamese Americans have denied the authority of
2728 the Vietnamese Communist Flag and pushed for governments to
2829 officially recognize the Vietnamese Heritage and Freedom Flag,
2930 which symbolizes both the Vietnamese cultural heritage and a deeply
3031 rooted resilience and yearning for democracy; and
3132 WHEREAS, Vietnamese Americans strongly support education,
3233 and their children are graduating from high schools and higher
3334 education institutions at high rates; and
3435 WHEREAS, The Lone Star State has benefited enormously from
3536 the contributions of its Vietnamese American residents; and
3637 WHEREAS, The Vietnamese American community plays a vital role
3738 in the business, professional, and cultural life not only of the
3839 Lone Star State but also of the country; the number of small
3940 businesses owned by Vietnamese Americans has grown substantially,
4041 and these firms have created more than 166,000 jobs nationwide,
4142 adding billions of dollars to the economy; in addition, Vietnamese
4243 Americans contribute to their communities in a myriad of ways, as
4344 teachers, lawyers, writers, actors, doctors, mayors, judges, and
4445 public servants; among the many Vietnamese Americans who have led
4546 notable careers are astronaut Eugene H. Trinh, former Dallas Cowboy
4647 Dat Nguyen, and scientist Nguyet Anh Duong, who developed the
4748 thermobaric weapon, which has been vital to U.S. military efforts;
4849 and
4950 WHEREAS, For many decades, people of Vietnamese descent have
5051 excelled in our society and economy, enriched our cultural
5152 tapestry, and helped enhance and secure the Lone Star State's
5253 reputation as a land of promise and possibility; now, therefore, be
5354 it
5455 RESOLVED, That the House of Representatives of the 84th Texas
5556 Legislature hereby recognize April 8, 2015, as Vietnamese American
5657 Day at the State Capitol and extend to each participant best wishes
5758 for an informative and enjoyable day in Austin.
