45 R E S O L U T I O N
56 WHEREAS, The Dallas Association for Bilingual Education
67 (DABE) works to enhance the quality of education provided for
78 Dallas area children and to ensure the equality of educational
89 opportunity available to all segments of the community's diverse
910 population; and
1011 WHEREAS, Recognizing the special educational needs of
1112 schoolchildren with limited English-speaking ability and committed
1213 to addressing those needs, concerned members of the Dallas
1314 education community founded DABE to promote bilingual,
1415 multicultural programs of instruction in the Dallas Independent
1516 School District and other school districts in the North Texas
1617 Metroplex area; and
1718 WHEREAS, Underlying the programs and methods advocated by the
1819 association is the fundamental premise that equality of educational
1920 opportunity can be achieved through bilingual education without
2021 sacrificing the equally important goal of academic excellence; and
2122 WHEREAS, By promoting bilingual education and multicultural
2223 programs for every student, the association hopes not only to
2324 provide a quality education for students with limited English
2425 proficiency but also to instill in all schoolchildren an
2526 appreciation of the contributions made by every group in an
2627 ethnically and culturally diverse society; and
2728 WHEREAS, Since 1986, DABE has been affiliated with the Texas
2829 Association for Bilingual Education and has been active in
2930 statewide efforts to address relevant issues at the state and
3031 national levels as well as at the local level; since joining forces
3132 with the state organization, the Dallas association has greatly
3233 expanded its reach, increasing its ability to serve as an
3334 educational resource, to provide training for teachers operating in
3435 a bilingual classroom environment, and to take a multifaceted,
3536 comprehensive approach in furthering its objectives; and
3637 WHEREAS, The 2016 installation of DABE officers provides a
3738 fitting opportunity to recognize this fine organization and to
3839 commend all involved on their impressive achievements; now,
3940 therefore, be it
4041 RESOLVED, That the House of Representatives of the 84th Texas
4142 Legislature hereby honor the Dallas Association for Bilingual
4243 Education on its outstanding record of service to the community and
4344 its noteworthy dedication to its goal of improving the quality of
4445 education provided in this state and congratulate the 2016 DABE
4546 officers; and, be it further
4647 RESOLVED, That an official copy of this resolution be
4748 prepared for the association as an expression of high esteem by the
4849 Texas House of Representatives.
