5 | 6 | | WHEREAS, The Dallas Association for Bilingual Education |

6 | 7 | | (DABE) works to enhance the quality of education provided for |

7 | 8 | | Dallas area children and to ensure the equality of educational |

8 | 9 | | opportunity available to all segments of the community's diverse |
---|
9 | 10 | | population; and |
---|
10 | 11 | | WHEREAS, Recognizing the special educational needs of |
---|
11 | 12 | | schoolchildren with limited English-speaking ability and committed |
---|
12 | 13 | | to addressing those needs, concerned members of the Dallas |
---|
13 | 14 | | education community founded DABE to promote bilingual, |
---|
14 | 15 | | multicultural programs of instruction in the Dallas Independent |
---|
15 | 16 | | School District and other school districts in the North Texas |
---|
16 | 17 | | Metroplex area; and |
---|
17 | 18 | | WHEREAS, Underlying the programs and methods advocated by the |
---|
18 | 19 | | association is the fundamental premise that equality of educational |
---|
19 | 20 | | opportunity can be achieved through bilingual education without |
---|
20 | 21 | | sacrificing the equally important goal of academic excellence; and |
---|
21 | 22 | | WHEREAS, By promoting bilingual education and multicultural |
---|
22 | 23 | | programs for every student, the association hopes not only to |
---|
23 | 24 | | provide a quality education for students with limited English |
---|
24 | 25 | | proficiency but also to instill in all schoolchildren an |
---|
25 | 26 | | appreciation of the contributions made by every group in an |
---|
26 | 27 | | ethnically and culturally diverse society; and |
---|
27 | 28 | | WHEREAS, Since 1986, DABE has been affiliated with the Texas |
---|
28 | 29 | | Association for Bilingual Education and has been active in |
---|
29 | 30 | | statewide efforts to address relevant issues at the state and |
---|
30 | 31 | | national levels as well as at the local level; since joining forces |
---|
31 | 32 | | with the state organization, the Dallas association has greatly |
---|
32 | 33 | | expanded its reach, increasing its ability to serve as an |
---|
33 | 34 | | educational resource, to provide training for teachers operating in |
---|
34 | 35 | | a bilingual classroom environment, and to take a multifaceted, |
---|
35 | 36 | | comprehensive approach in furthering its objectives; and |
---|
36 | 37 | | WHEREAS, The 2016 installation of DABE officers provides a |
---|
37 | 38 | | fitting opportunity to recognize this fine organization and to |
---|
38 | 39 | | commend all involved on their impressive achievements; now, |
---|
39 | 40 | | therefore, be it |

40 | 41 | | RESOLVED, That the House of Representatives of the 84th Texas |
---|
41 | 42 | | Legislature hereby honor the Dallas Association for Bilingual |
---|
42 | 43 | | Education on its outstanding record of service to the community and |
---|
43 | 44 | | its noteworthy dedication to its goal of improving the quality of |
---|
44 | 45 | | education provided in this state and congratulate the 2016 DABE |
---|
45 | 46 | | officers; and, be it further |

46 | 47 | | RESOLVED, That an official copy of this resolution be |

47 | 48 | | prepared for the association as an expression of high esteem by the |
---|
48 | 49 | | Texas House of Representatives. |
