| 5 | 6 | | WHEREAS, David J. Waxman has been named Mr. East Texas 2015 |

| 6 | 7 | | by the Tyler County Dogwood Festival Committee, and he is being |

| 7 | 8 | | presented the honor during the festival's Dogwood Pageant on April |

| 8 | 9 | | 4; and |
|---|
| 9 | 10 | | WHEREAS, Each year, the title of Mr. East Texas is awarded to |
|---|
| 10 | 11 | | an individual whose leadership and community spirit have helped |
|---|
| 11 | 12 | | guide the growth and progress of East Texas; and |
|---|
| 12 | 13 | | WHEREAS, David Waxman, who serves the City of Jasper as |
|---|
| 13 | 14 | | planning consultant, has greatly assisted governmental and |
|---|
| 14 | 15 | | nonprofit entities in attaining grant funds for infrastructure |
|---|
| 15 | 16 | | improvement and disaster recovery; with his wife, Beth, and |
|---|
| 16 | 17 | | daughter, Lesley, he operates a consulting business that has |
|---|
| 17 | 18 | | administered public works projects ranging from bridges and roads |
|---|
| 18 | 19 | | to water systems, housing developments, disaster shelters, and |
|---|
| 19 | 20 | | civic centers; he provides expertise on environmental reviews, |
|---|
| 20 | 21 | | governmental regulations, and project eligibility and manages the |
|---|
| 21 | 22 | | firm's associations in both Texas and Louisiana; and |
|---|
| 22 | 23 | | WHEREAS, A graduate of the University of Louisiana at Monroe, |
|---|
| 23 | 24 | | Mr. Waxman moved with his family to Jasper while working for the |
|---|
| 24 | 25 | | Deep East Texas Council of Governments, where he variously filled |
|---|
| 25 | 26 | | the roles of criminal justice planner, social services director, |
|---|
| 26 | 27 | | and deputy executive director for planning; during his tenure with |
|---|
| 27 | 28 | | DETCOG, he was instrumental in starting juvenile and adult |
|---|
| 28 | 29 | | probation services in the area and in helping create programs |
|---|
| 29 | 30 | | focused on mental health and the welfare of older Texans; and |
|---|
| 30 | 31 | | WHEREAS, Our communities draw immeasurable strength from |
|---|
| 31 | 32 | | individuals like David Waxman, whose contributions have made a |
|---|
| 32 | 33 | | positive difference in the region and state he calls home, and he |
|---|
| 33 | 34 | | may indeed reflect with pride on his receipt of this prestigious |

| 34 | 35 | | recognition; now, therefore, be it |

| 35 | 36 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 36 | 37 | | Legislature hereby congratulate David J. Waxman on being named |

| 37 | 38 | | Mr. East Texas 2015 and extend to him sincere best wishes for |
