| 5 | 6 | | WHEREAS, The Honorable Robin Smith is retiring as presiding |

| 6 | 7 | | judge of the Midland Municipal Court on April 15, 2015, after more |

| 7 | 8 | | than three decades of dedicated public service; and |
|---|
| 8 | 9 | | WHEREAS, A graduate of the Texas Tech University School of |
|---|
| 9 | 10 | | Law, Robin Smith began his legal career in 1982, when he became an |
|---|
| 10 | 11 | | assistant city attorney in Midland; he established his own practice |
|---|
| 11 | 12 | | the following year but rejoined the Midland Municipal Court as the |
|---|
| 12 | 13 | | presiding judge in November 1984; and |
|---|
| 13 | 14 | | WHEREAS, During his 31 years on the bench, Judge Smith has |
|---|
| 14 | 15 | | played a key role in a number of important initiatives, including |
|---|
| 15 | 16 | | the construction of a new court building and the establishment of |
|---|
| 16 | 17 | | Teen Court, an alternative sentencing tool for young offenders; |
|---|
| 17 | 18 | | under his guidance, the Midland Municipal Court has become a |
|---|
| 18 | 19 | | statewide model for city courts in its operation as well as in its |
|---|
| 19 | 20 | | use of video surveillance and other technological innovations; and |
|---|
| 20 | 21 | | WHEREAS, Judge Smith has contributed to his professional |
|---|
| 21 | 22 | | community as chair of the State Bar of Texas Municipal Judges |
|---|
| 22 | 23 | | Section, as president of the Texas Municipal Courts Association, |
|---|
| 23 | 24 | | and as chair of the American Bar Association National Conference of |
|---|
| 24 | 25 | | Specialized Court Judges; he is also a fellow of the Texas Bar and |

| 25 | 26 | | has taught at National Judicial College for 15 years; furthermore, |

| 26 | 27 | | he has held leadership positions with the Texas Education Agency |

| 27 | 28 | | Driving Safety School Commission and on the Impaired Driving |

|---|
| 29 | 30 | | WHEREAS, Over the years, Judge Smith has received numerous |

| 30 | 31 | | honors, including a Judge of the Year award from the Texas Municipal |

| 31 | 32 | | Courts Association, an Outstanding Jurist Award from the State Bar |

| 32 | 33 | | of Texas Municipal Judges Section, and an Education Award from the |

| 33 | 34 | | American Bar Association National Conference of Specialized Court |

| 35 | 36 | | WHEREAS, Judge Robin Smith has upheld the highest standards |
