55 R E S O L U T I O N
66 WHEREAS, Population growth in the arid and semiarid regions
77 of the United States is expanding at a rate that far exceeds the
88 growth rate in other parts of the nation, yet it is this same region
99 where water sources have become limited in their capacity to
1010 sustain future population growth; and
1111 WHEREAS, Traditional approaches to meeting growing water
1212 demand in urban areas require exploitation of surface and
1313 subsurface resources to the maximum extent possible, but these
1414 approaches are becoming increasingly costly; and
1515 WHEREAS, Future growth and development in our state will
1616 require cost-effective solutions to provide sustainable water
1717 supplies, and this effort will require collaboration among all of
1818 the communities, organizations, and institutions that have a stake
1919 in the region's well-being; now, therefore, be it
2020 RESOLVED, That the House of Representatives of the 84th Texas
2121 Legislature hereby request the speaker to direct the House
2222 Committee on Natural Resources to conduct an interim study on the
2323 interconnectivity of Texas water resources; and, be it further
2424 RESOLVED, That the study specifically identify:
2525 (1) which legal issues obstruct localities from
2626 entering into agreements to transfer water;
2727 (2) the financial barriers that restrict local water
2828 suppliers from completing water transfer projects without state
2929 assistance;
3030 (3) any organizational problems that inhibit
3131 cooperation between local water providers or regional water
3232 planners in moving water; and
3333 (4) potential partners among bordering states and the
3434 potential challenges to water transfers between Texas suppliers and
3535 suppliers in those states; and, be it further
3636 RESOLVED, That the committee submit a full report, including
3737 its findings and recommendations, to the House of Representatives
3838 of the 85th Texas Legislature before it convenes in January 2017.
